The author of this book regards the Covenant of the League of Nations rather as a statement of principles than as the complete legal text of an International Constitution. He believes that these principles must be worked out and modified in accordance with the needs of a changing works, and from this point of view has written a book unique in the literature of the League. Texts necessary for a full understanding of the argument, such as the Covenant itself, the 'Fourteen Points' and the Briand-Kellogg Pact, are given in full.
