While serving the Florida governor's office, he coordinated law enforcement planning and security services for the 1972 Republican and Democratic national conventions held in Miami Beach. Later, Mr. Crowe was instrumental in organizing security services for the 1979 Pan American Games in Puerto Rico and the 1982 World's Fair in Knoxville. He has served as the Director of the National Crime Prevention Institute at the University of Louisville and created NCPI's CPTED training program.
