U.S. Policy Toward Northeastern Europe: Report of an Independent Task Force Sponsored by the Council on Foreign RelationsThis report endorses the general thrust of the Clinton administration's policy on Northeastern Europe as a kind of laboratory for promoting closer regional co-operation and reknitting Europe. However, it also argues that the issue of Baltic membership of regional and Euro-Atlantic institutions should not be the exclusive or central focus, but part of a broad, multifaceted policy designed to enhance European co-operation and stability.
