Then Mr. Speaker returned His Majefty Thanks, for His Gracious Approbation of the Choice and Acceptance of His Service; and humbly prayed, in the Name of the Commons,

"That His Majefty would be graciously pleafed "to allow and confirm all their ancient Rights and "Privileges; particularly, That they might have "Liberty and Freedom of Speech in all their. "Debates.

My Opinion is, if you do not lay Hold on this Occa"fion, you have no Reafon to hope for another.

In order to do your Part, it will be neceffary to have a great Strength at Sea, and to provide for the Security of our Ships in Harbour; and alfo, that there "be fuch a Force at Land, as is expected in Proportion to the Forces of our Allies.

"His Majefty is pleafed to fay, That He is fully "affured of the Prudence and Difcretion, as well as of "the Affections of His Houfe of Commons; and as to "the Suit which you have made in their Name, His "Majefty does moft willingly grant to them all their Privileges, in as full a Manner as they were ever" "granted by any of His Royal Predeceffors: As to what you have prayed in relation to yourfelf, the King "will put the best and most favourable Construction upon your Endeavours; being fatisfied that you have a Heart, full of Loyalty to him, and of Zeal for the "Good of your Country."

"The owning and fetting up the pretended Prince "of Wales for King of England, is not only the highest Indignity offered to Me, and the Nation; but do fo "nearly concern every Man, who has a Regard for the "Proteftant Religion, or the prefent and future Quiet "and Happiness of his Country, that I need not prefs you to lay it ferioufly to Heart, and to confider, what "further effectual Means may be ufed, for fecuring the "Succeffion of the Crown in the Proteftant Line, and extinguishing the Hopes of all Pretenders, and their open and fecret Abettors.

By the French King's placing His Grandfon on the "Throne of Spain, He is in a Condition to opprefs the "reft of Europe, unless speedy and effectual Measures "be taken.

"Under this Pretence, He is become the real Master "of the whole Spanish Monarchy; He has made it to "be entirely depending on France, and difpofes of it "as of His own Dominions; and, by that Means, He has "furrounded His Neighbours in fuch a Manner, that, though the Name of Peace may be faid to continue, yet they are put to the Expence and Inconveniencies "of a War.

66

"Gentlemen of the Houfe of Commons,

"I do recommend thefe Matters to you with that "Concern and Earneftnefs which their Importance requires: At the fame Time, I cannot but prefs you to "take Care of the public Credit; which cannot be pre"ferved but by keeping facred that Maxim, That they "fhall never be Lofers, who truft to a Parliamentary Security.

"In order to obviate the general Calamity with which the reft of Chriftendom is threatened by this "exorbitant Power of France, I have concluded several "Alliances, according to the Encouragement given Me "by both Houfes of Parliament; which I will direct "thall be laid before you, and which, I doubt not, you "will enable Me to make good.

66

"It is always with Regret, when I do ask Aids of "My People; but you will obferve, that I defire nothing "which relates to any Perfonal Expence of Mine: I am only preffing to you to do all you can for your own Safety and Honour, at fo critical and dangerous a "Time; and am willing, that what is given thould be wholly appropriated to the Purposes for which it is "intended.

66

66

"It is fit I fhould tell you, the Eyes of all Europe are upon this Parliament; all Matters are at a Stand till your Refolutions are known; and therefore no Time ought to be loft.

66

66

And, fince I am fpeaking on this Head, I think it proper to put you in Mind, that, during the late "War, I ordered the Accompts to be laid Yearly be"fore the Parliament; and alfo gave My Affent to fe"veral Bills for taking the public Accompts, that My Subjects might have Satisfaction how the Money given "for the War was applied: And I am willing that Mat"ter may be put in any further Way of Examination, "that it may appear, whether there were any Mifap

"You have yet an Opportunity, by GoD's Bleffing, "to fecure to you, and your Pofterity, the quiet Enjoy"ment of your Religion and Liberties, if you are not "wanting to yourselves, but will exert the ancient Vigour of the English Nation: But I tell you plainly,

[ocr errors][merged small][merged small]

"I hope you are come together determined to avoid "all Manner of Difputes and Differences, and refolved "to act with a general and hearty Concurrence for pro"moting the common Caufe; which alone can make this "a happy Seffion.

66

"I fhould think it as great a Bleffing as could befall "England, if I could obferve you as much inclined to lay afide thofe unhappy fatal Animofities, which di"vide and weaken you, as I am difpofed to make all My Subjects fafe and eafy as to any, even the highest, "Offences committed against Me.

"Let Me conjure you to difappoint the only Hopes "of our Enemies, by your Unaninity: I have fhewn, common Father of all My People: Do you, in like "and will always fhew, how defirous I am to be the "Manner, lav afide Parties and Divifions: Let there be "no other Diftinction heard of among us, for the fu"ture, but of thofe who are for the Proteftant Religion and the prefent Establishment; and of thofe who mean a Popish Prince, and a French Government.

66

46

"I will only add this: If you do in good Earneft de"fire to fee Engiand hold the Balance of Europe, and to "be indeed at the Head of the Proteftant Intereft, it "will appear by your right improving the prefent Op"portunity."
