1. Because, it having been our humble Opinion, ""That nothing can fo firmly fecure the Succeffion to this Crown in the Proteftant Line, as the prefump"tive Heir's refiding within this Kingdom;" and our "Propofal of an humble Address to Her Majefty for "that Purpose having been refufed; this whole Bill "alfo being founded on the faid Heir's being absent at "the Time of the Queen's Demife; we fear, the Bill may prove not only ineffectual to thofe good Pur"pofes for which it is defigned, but dangerous alfo, in "preventing the faid Heir's coming hither in the mean "Time, by the Opinion fome may have of the Suc"ceffion's being fo well fecured, that no fuch farther "Care needs to be taken about it.

Which laft Objection we conceive to be of "more Weight, fince it was refufed by the House to "reftrain thofe future Lords Juftices from repealing "the following Acts; (videlicet,) "An Act for pre"venting Dangers which may happen from Popish "Recufants;" and "An Act for the more effectual pre"ferving the King's Perfon and Government, by dif "abling of Papifts from fitting in either House of "Parliament;" the Act for the better fecuring the Li"berty of the Subject, and for Prevention of Impri"fonment beyond the Seas; the Act for the further "Security of His Majefty's Perfon, and Succession of "the Crown in the Proteftant Line; and for extin

guishing the Hopes of the pretended Prince of Wales, "and all other Pretenders, and their open and fecret "Abettors; the Act for exempting Their Majesties "Proteftant Subjects diffenting from the Church of "England from the Penalties of certain Laws; the "Act for the frequent Meeting and Calling of Parlia"ments; and the Act for regulating of Trials in Cafes "of Treason, and Misprifion of Treafon: Which "Laws we account the very Pillars of our Confti"tution; and that, confequently, no Subjects what"foever ought to be entrusted with a Power of paffing "any Act to repeal them, during the Time when it "will be impoffible for the Succeffor to know any Thing of the Matter, or so much as that the faid "Succeffor is become our Sovereign.

Because, in this very Bill, which entrufts the "Lords Juftices with a Power of giving the Royal "Affent to Laws of fo dangerous a Nature, and with all "the executive Power; yet, we conceive, they are re"ftrained from revoking the least Military Commiffion, "or difbanding any Officer of the Army, though never "fo much deferving to be fufpected by them.

Laftly, We apprehend the great Danger Her "Majesty may be expofed to; fince whatever is infuf"ficient to fecure the Succeffion in the Proteftant Line, "and may render it liable to Difficulties or Uncer"tainties, muft alfo encourage ill Defigns against Her "Sacred Life, which may be thought the only Obftacle "in the Way of fuch wicked Perfons who may flat"ter themselves with the Hopes of Confufions after “it.”

It is ORDERED, by the Lords Spiritual and Temporal in Parliament affembled, That this Houfe will hear the faid Caufe on Friday next, at Eleven a Clock; and that all other Causes be removed, to come on in Course as they now are appointed.

The Houfe was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, " An A&t "for the naturalizing the moft Excellent Princess "Sophia Electrefs and Dutchefs Dowager of Hanover, "and the Iffue of her Body."

After fome Time, the Houfe was refumed.

And the Earl of Stamford reported, "That the "Committee had gone through the faid Bill; and "think it fit to påfs, with feveral Amendments."

Which were read Twice, and agreed to; and the Bill ordered to be engroffed, with the faid Amendments.

"2. We humbly conceive, there may be very great "Dangers to the Church from Abroad, where a Per"fon pretending to this Crown is publicly owned and "maintained as King of England. And we humbly con"ceive the Church in Danger likewife from a Neigh"bour Kingdom, which, though under Her Majefty's "Sovereignty during Her Life (which God long preferve), hath not by any Means yet been induced to "fettle the fame Succeffion to the Crown as is efta"blished by Law in this Kingdom in the Proteftant "Line; but, on the contrary, that Succeffion has been abrogated by the Act of Security, which, with feveral "other Acts lately paffed in that Kingdom, has been judged by this Houfe, in the laft Seffion, to be "dangerous to the prefent and future Peace of this "Kingdom; and therefore we may juftly fear there are Dangers from hence, both to our Church and * State.

We humbly conceive, there may be very great Danger to the Church, for Want of a Law to prevent any Perfons whatsoever from holding Offices "of Truft and Authority, both in Church and State, "who are not conftantly of the Communion of the "Church established by Law; and therefore, on the "Account of the unhappy Divifions in the Kingdom "in Points of Religion and Divine Worfhip, as alfo on the Account of the Calamity of this Age in the "too public and common Difowning any Religion at all."
