ORDERED, That an humble Addrefs be prefented to His Majefty, "To return His Majesty the Thanks of this "Houfe, for His Majefty's moft gracious Meffage, acquainting this House, That His Majefty's Ally, the "Prince Regent of Portugal, has requested His Majefty's "Affiftance for the raising a Loan of Six hundred thou "fand Pounds in this Country, for the Service of His "Royal Highnefs; the Produce of the faid Loan to be

applied in Part to the Liquidation of certain Advances "made by His Majefty to His Royal Highnefs at the "Period of His Royal Highness's Emigration to the "Brazils, and for Services connected with His Royal "Highnefs's Eftablishment in that Country: To offer "to His Majefty our fincere Acknowledgments for His "Condefcenfion and Goodness in communicating to this "House, that a Convention has been entered into "between His Majefty and the Prince Regent, by which "the latter pledges the Revenue of the Ifland of Ma"deira, and other Funds, as Security for the regular "Payment of the Interest and the gradual Discharge of "the Principal of the faid Loan; and that it is His "Majefty's gracious Intention to lay a Copy of the faid "Convention before this Houfe, when the Ratifications "thereof fhall have been exchanged: And to affure His "Majefty, that this Houfe will concur in fuch Measures as "may be neceffary for enabling His Majefty to fulfil the "Engagements which His Majefty has contracted with "His Ally."

Upon reading the Petition of the principal Inhabitants of Saddleworth, and the Township of Quick, in the Weft Riding of the County of York, on Behalf of themselves and the Public at large, Plaintiffs in a Writ of Error depending in this Houfe, to which the King is Defendant; fetting forth, "That an Indictment for a Nuifance in not repairing certain Parts " of the King's Highway, for Carriages leading from "Huddersfield in the faid Riding to Manchester, in "the County of Lancaster, and lying in the faid "Township of Quick, and next adjoining to the West "End of a public Bridge called Tamerater Bridge, "within the Distance of Three hundred Feet on each "Side thereof, was, at the Yorkshire Aflizes in March "1802, preferred against the Inhabitants of the Weft

The Lord Walfingham reported from the Lords ComBill fpecially mittees appointed to confider of the Bill, intituled, " An "Act for the Improvement of the Paffage across the "Frith of Forth called the Queensferry:" "That the Com"mittee had met, and confidered the faid Bill, and ex"amined the Allegations thereof, which were found to "be true: That the Principle of the Bill is to improve the "Paffage across the Frith of Forth called the Queensferry, "which is a general Communication between the North "and South Parts of Scotland: That the exclufive Privilege of the Water Paffage of this Ferry appears to be "vested in certain Individuals by Grant from the Crown, "namely, the Earl of Rosebery, Sir Robert Preston Ba"ronet, of Valleyfield, James Dundas Efquire, of Dundas, "Robert Scott Moncrieff Efquire, of New Halls, and "Matthew Wilkie Efquire, of Bonnington. There has "been a Claim made, under a Power vefted in the "Juftices of Peace for the Counties of Linlithgow and Fife, to encrease the Rates of this Ferry; and upon "the Juftices of thofe Two Counties difagreeing, it was The Lord Walfingham made the like Report from the Congleton, "carried before the Court of Seffion in Scotland, and Lords Committees, to whom the Bill, intituled, "An Act &c.
