delay of the Netherlands' Government to appoint a

Commissary on each side, for the adjustment of the

the determination of the Princess of Orange to await
her accouchement at Zoesdyke, much to the discom-
posure of the King; and to an official note of the
Spanish Chargé d'Affaires, notifying that all persons
taken in arms against the royal authority in the Ame-
rican provinces will be treated as native rebels

learns from the Russian Ambassador that his endea-

vours to prevail upon M. de Pizarro to accede to

Count de Palmella's last proposals had totally failed

tion with Mr. Adams on the question of the inde-

pendence of the Spanish American provinces, and the

measures likely to be taken by the European Powers

in regard to that great contest
