Duties, to be ftamped and marked with two Marks or Impreffions, (that is to fay) Every fuch Skin, Sheet or Piece of Vellum, Parchment and Paper, having one Mark or Stamp fet Vellum, &c. thereupon, pursuant to the faid former Acts, or any of them, once ftamped, to before the writing or ingroffing any of the Matters or Things be ftamped with as aforefaid thereupon, fhall be brought to the faid Office, to a fecond Mark. be ftamped with a fecond Mark or Impreffion of the fame Kind; and every Skin, Sheet or Piece of Vellum, Parchment or Paper, having not been stamped or marked with a fingle Stamp or Mark, purfuant to the faid former Acts or any of them, fhall, before the writing or ingroffing any of the Matters or Things as aforefaid thereupon, till the faid firft Day of August One thousand seven hundred and fix, be brought to the faid Office, to receive two feveral Marks or Impreffions of the fame Kind; of all which double Marks or Impreffions the one fhall denote the Duty by the faid former Acts, or fome of them, and the other the Duty by this prefent A&t thereupon: Except fuch Skins, Sheets, or Pieces of Vellum, Parchment and Paper, which do ftill remain liable only to the fingle Duties on the faid former Acts, during the Terms thereby granted, and are to have only a fingle Mark or Stamp, according to the Directions of the said former Acts, namely.

LVII. All which Matters and Things, fo liable only to the faid fingle Duties, until the faid firft Day of August One thoufand feven hundred and fix, fhall be marked and ftamped only with a fingle Mark or Stamp, according to the faid former Acts; any Thing herein contained to the contrary notwithstanding.

Provided always and be it enacted, That it fhall and Commissioners may be lawful to and for His Majefty, His Heirs and Succeffors, Salaries, &c. or to or for the Commiffioners of the Treafury, or any three to be paid out more of them, or the Treasurer of the Exchequer for the Time being, out of the Duties arifing by this Act, for or upon stamped Vellum, Parchment or Paper, to caufe fuch Sum and Sums of Money to be expended and paid from Time to Time, for Salaries and other incident Charges, as fhall be neceffary in and for the receiving, collecting, levying or managing of the fame Duties by this Act granted; any Thing in this Act contained to the contrary notwithstanding.

which is hereby intended to be made for giving to all Perfons due Notice thereof, fhall within twenty Days after the Date thereof, be fent to the Mayor, Chief Magiftrate or other Head Officer of every City, Corporation, Borough and Market Town throughout the Kingdom of England, Dominion of Wales, and Town of Berwick upon Tweed; which Officers refpectively fhall caufe the fame to be published to the Inhabitants of fuch City, Corporation or Town, either on the next Market Day, or next Sunday in the Church immediately after the Time of Divine Service, upon Pain of forfeiting the Sum of two hundred Pounds, to be fued for by Action of Debt, Bill, Plaint or Information, in any Court of Record at Westminster, wherein no Effoin, Protection, Wager of Law, Privilege, nor more than one Imparlance, fhall be granted or allowed; the one Moiety of which Forfeiture to be to His Majefty, the other Moiety to fuch Person who fhall fue for the fame.

LXVIII. And for the better Diftribution of the faid Vellum, Parchment and Paper, and that the Subjects may have the fame with more Conveniency and at an eafy Rate; Be it enacted by the Authority aforefaid, That the Lord High Treasurer of England, or Commiffioners of His Majefty's Treafury for the Time being, fhall once in every Year, at least, fet the Prices of all Sorts of ftamped Vellum, Parchment and Paper, that it shall be fold at; and that the faid Commiffioners for the faid Duties upon Vellum, Parchment and Paper, fhall ftamp the faid Price fo fet. 1 amped thereon. upon every Skin or Piece of Vellum or Parchment, or Sheet or Piece of Paper fo by them to be fold; and that the faid Commiffioners fhall likewife allow and pay to every Person who fhall bring Vellum, Parchment or Paper to be ftamped (the Duty whereof fhall amount to the Sum of ten Pounds or upwards) after the Rate of fix Pounds in the hundred Pounds per Annum for three Months, upon prefent Payment of the faid Duty upon the faid Vellum, Parchment and Paper fo by them brought, over and above the like Allowance upon the fame Quantity by the faid former Acts; and that any Perfons that fhall buy of the said Commiffioners or their Agents, Vellum, Parchment or Paper, the Duty whereof amounts to the like Sum of ten Pounds or upwards, fhall have the fame Allowance.

LXIX. Provided always, That nothing in this Act contained. fhall extend to charge any Letters Patents for collecting charitable Benevolence, commonly called Briefs, with the Duty therein mentioned, or to make it neceffary that fuch Briefs fhould be doubly ftamped; any Thing herein contained to the contrary in any wife notwithstanding.

An Act to fettle the Trade to Africa. WHEREAS the Trade to Africa is highly beneficial and

advantageous to this Kingdom, and to the Plantations and Colonies thereunto belonging; and whereas Forts and Caffles are undoubtedly neceffary for the Prefervation and well carrying on the faid Trade: And whereas Forts and Caftles now on the faid Coast of Africa have been, and now are main.

⚫tained at the fole Coft and Charge of the prefent Royal African Company of England; towards which Charge it is most reafonable that all Perfons trading to fuch Parts of the faid Coast of Africa, as are hereinafter limited and appointed, fhould contribute:' Be it therefore enacted by the King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons in Parliament assembled,

and by the Authority of the fame, That from and after the four Royal African and twentieth day of June, in the Year One thousand fix hundred Company shall ninety and eight, the faid Royal African Company, their Suc- maintain, &c. ceffors and Affigns, by and with their Stock and Duties herein- Forts, Cafties, after appointed to be paid, fhall maintain, fupport and defend all fuch Forts and Caftles as the faid African Company now have in their Poffeffion, or shall hereafter purchase or erect for the Prefervation, Improvement, and well carrying on the faid Trade, and thofe Forts and Caftles from Time to Time, and at all Times hereafter as Occafion fhall require, fhall fupply with Men, Artillery, Ammunition and Provifion, and all other Neceffaries and incident Charges whatsoever.

II. And the better to enable the faid Royal African Company, their Succeffors and Affigns, to maintain the faid Caftles and Forts; and for the Prefervation and well carrying on the faid Trade, to and for the Advantage of England, and the Plantations and Colonies thereunto belonging: Be it further enacted, That it fhall and may be lawful to and for any of the Subjects of His Majefty's Realin of England, as well as for the faid Company, from and after the faid four and twentieth Day of June, to Trade from England, and from and after the firft of Auguft, One thoufand fix hundred ninety and eight, from any of His Majefty's Plantations or Colonies in America, to and for the Coaft of Africa, between Cape Mount and the Cape of Good Hope, the faid Company and all other the faid Subjects anfwering and paying for the Uses aforefaid, a Duty of ten Pounds per Centum ad Valorem for the Goods and Merchandize to be exported from England, or from any of His Majefty's Plantations or Colonies in America, to and for the Coaft of Africa, between Cape Mount and the Cape of Good Hope, and in proportion for a greater or leffer Value, in Manner and Form as hereinafter expreffed.

III. And for the better collecting fuch Duty, be it enacted Mafter, &c. by the Authority aforefaid, That the Mafter, Owner or Freighter when to enter his of every Ship or Veffel, intending to fail or trade between Cape Mount and the Cape of Good Hope aforefaid, at one of the Chief Custom Houfes in England, or in fuch of His Majesty's Plantations or Colonies from whence fuch Ship or Veffel is to fail, fhall make Entry of the Name of fuch Mafter, and the Name of fuch Ship or Veffel, and the Burthen thereof fo freighted or intended to fail or trade between Cape Mount and the Cape of Good Hope aforefaid, fifteen Days before any such Ship or Vessel shall be cleared from any fuch His Majefty's Custom Houses: And that the Owner or Exporter of fuch Goods and Merchandize intended to be shipped or put on board every fuch Ship or Veffel fo entred for a Voyage to the Coaft of Africa as aforefaid, fhall at hipped on Oath one of the faid Cuftom Houfes make Entry upon Oath, as is hereinafter expreffed, of the Quantity, Quality and true and full Value of all fuch Goods and Merchandize, to be shipped or put

on board every fuch Ship or Veffel fo entred, and fhall fign fuch Duty to be paid. Entry by him, them, and every of them fo made: And at the Time of fuch Entry and Oath made, fhall pay or caufe to be paid the Duty aforefaid to the Collector, or other Chief Officer for the Time being, of His Majefty's Customs, at fuch Custom Houfes as aforefaid; who is and are hereby authorized, impowered and required to demand and receive fuch Entries and fuch Duties as aforefaid, to and for the Ufe of the faid Company; and to pay or caufe to be paid the faid Duty, to and for the Ufe of the faid Company, in Manner as hereinafter is expreffed; and that all fuch Goods and Merchandizes exported from England to the Colonies and Plantations in America, and from thence exported for the Coaft of Africa, fhall be deemed and valued at no more than the true and real Value of what they coft in England.

IV. And that the faid Oaths may be the more duly adminiftred, be it further enacted, That the Collector or other Chief Officer as aforefaid, refiding in or near fuch Ports or Places, from whence fuch Ships or Veffels is or are to be cleared, fhall, and are hereby required and impowered, before the faid Ship or Veffel fhall be cleared, to adminifter the Oaths following; and every Master of every fuch Ship or Veffel at clearing, fhall make Oath in the Words following: viz.

I 4. B. do fwear, That the Manifeft or Particular now by me given in and figned, to the best of my Knowledge and Belief, doth contain, fpecify and exprefs, all the Goods, Wares and Merchandizes which are laden or intended to be laden, or put on board the Ship or Veffel called the

V. And every Owner or Exporter of Goods to be shipped on board every fuch Ship or Veffel, upon Entry thereof shall make Oath in the Words following:

VI. And that when and as often as any Goods or Merchandize are or shall be exported from the Colonies and Plantations to Africa, as aforefaid, that were there imported from England, the faid Owner or Exporter of fuch Goods and Merchandize, fo exporting the fame, fhall alfo fwear, That to the best of his Knowledge and Belief fuch Goods and Merchandize, fo entred, were imported from England into that Colony or Plantation, and that the true and real Value thereof, as coft in England, is fully expreffed in the faid Entry: And that the faid Maiter and one of the Owners or Freighters of every fuch Ship or Veffel fo entred, as aforefaid, at the Time of fuch Entry, or before the faid Ship or Vefiel fhall be cleared at the Cuftom-houfe, fhall give Bond to His Majefty, His Heirs and Succeffors, to the Value of fuch Ship and Lading, That the faid Ship or Veffel fhall (Wind and

Majesty's Colonies or Plantations aforefaid; and the faid Collec- Officers of Cuftor or Chief Officer of the Cuftom-house aforefaid, for receiving toms to take tuch the faid Entries and Duty, as aforefaid, and adminiftring the Bonds, and keep Oaths by this Act appointed to be adminiftred, is and are hereby distinct Entries, directed and appointed to take fuch Bond as aforefaid, and to &c., keep in a Book or Books a particular Account, feparate and diftinct from the Cuftom-houfe Accounts, of all fuch Entries made, and Duties paid and payable to and for the Ufe of the faid Company, as aforefaid: And on Demand made by the faid Company to have Duplicate, Company, or any Perfon or Perfons by them for that Purpose appointed, fhall render and deliver, or caufe to be rendred and delivered to the faid Company, or their Affigns, a true and fair Duplicate of all fuch Entries and Oaths made and figned, and Bonds given, and Monies paid by the Perfon or Perfons so swearing, figning and paying the fame; and fhall pay or caufe to be Officer to pay paid to the faid Company or their Affigns, all fuch Sum and Sums Sum received, of Monies by him or them fo received, or to be received, as deducting 51. aforefaid, deducting the Sum of five Pounds for every hundred per Cent. Pounds accounted for and paid to the faid Company, and fo in Proportion for a greater or leffer Sum, received for and on the Behalf of the faid Company, in Recompence for his or their Trouble.

VII. And be it enacted by the Authority aforefaid, That Regulations for from and after the four and twentieth Day of June One thou- Subjects of Engfand fix hundred ninety and eight, it fhall and may be lawful to and for any of the Subjects of His Majefty's Realms of England, as well as the faid Company, to trade from England, or any of His Majesty's Plantations or Colonies in America, to the Coaft and Cape Mount, of Africa, between Cape Blancho and Cape Mount, anfwering and paying a Duty of ten Pounds per Centum ad Valorem for the Goods and Merchandize to be exported from England, or any of His Majefty's Plantations or Colonies in America, to and for the Coaft of Africa, between Cape Blancho and Cape Mount, and in Proportion for a greater or leffer Value, and anfwering and paying a further Sum and Duty of ten Pounds per Centum ad Valorem, Red Wood only excepted, which is to pay only five Pounds per Centum ad Valorem at the Place of Importation, upon all Goods and Merchandize (Negroes excepted) (a) imported into England or any of His Majefty's Plantations or Colonies in America, from the Coaft of Africa, between Cape Blancho and Cape Mount aforefaid: And every Mafter and Trader, failing and trading, or intending to fail and trade from England, or from any of His Majefty's Plantations or Colonies aforefaid, between Cape Blancho and Cape Mount aforefaid, fhall make the like Entry and Oath, and give the like Bonds, as is before directed for Mafters and Traders, touching the Trade between Cape Mount and Cape Good Hope; and upon fuch Entry and Oath made, as aforefaid, fhall pay the Duty aforefaid, in like Manner as is directed for the Duty to be paid by Traders trading between Cape Mount and Cape Good Hope aforefaid: And the Collector or other Chief Officer of His Majefty's Chief Custom-houses in England, or any
