An Act for making good the Deficiencies of feveral Funds therein mentioned; and for enlarging the Capital Stock of the Bank of England; and for raifing the Publick Credit.

• WHEREAS Corporate, did advance and lend

THEREAS feveral Perfons, as well Natives as Foreigners,

at the Receipt of His Majefty's Exchequer, very confiderable Sums of Money upon the Security of the feveral and respective Aids, Revenues or Funds, hereinafter mentioned; that is to fay, upon the firft Aid of four Shilling in the Pound, payable out of Lands and other Things for one Year, by virtue of an • W. & M. c. 1. • Act of Parliament made and paffed in the fourth Year of the $57. Reign of His Majefty and the late Queen of blessed Memory, whereby Intereft, not exceeding the Rate of feven Pounds per Centum per Annum, was allowed for the Sums borrowed in purfuance thereof; and upon the third Aid of four Shillings in the Pound, payable out of Lands and other Things, for one Year, by virtue of an Act of Parliament made and passed in the fixth Year of His Majesty's Reign, whereby Interest, not exceeding the Rate of five Pounds per Centum per Annum, was allowed for the Sums thereby borrowed; and upon the fourth Aid of four Shillings in the Pound, payable out of Lands and other Things, for one Year, by virtue of an Act 7 & 8 W. 3. c. 5. of Parliament made and paffed in the feventh Year of His Majefty's Reign, whereby Intereft, not exceeding the Rate of fix Pounds per Centum per Annum, is allowed for the Sums borrowed in pursuance thereof; and upon the Monies which were to arife by an Act paffed in the Parliament holden at 5&6 W. & M. Wefiminfler, in the fifth and fixth Years of Their faid Majesties Reign, whereby a Poll was granted to Their Majefties, payable quarterly for one Year; which Monies were directed to be applied to fatisfy the Principal of fuch Loans; and upon the Monies which were to arife by the three fourth Parts of the Cuftoms, after Satisfaction of the Principal and Interest of five hundred thoufand Pounds charged thereupon by an A& of Parliament in the fecond Year of Their faid Majefties Reign; for which Loans fo made, and which were intended to be paid out of the three fourths of the Cuftoms, the Lenders were intitled to receive Intereft after the Rate of fix Pounds per Centum per Annum. And whereas the greatest Part of the Monies to lent upon the Aids, Revenues or Funds, before mentioned, hath been actually fatisfied and paid off, but the several Terms, for which the faid refpective Aids of four Shillings in the Pound, and the faid Poll Money, were granted being ⚫ determined and expired, and three hundred thousand Pounds per Annum out of the Revenue of Cuftoms, being appropriated by Act of Parliament to the Satisfaction of other Loans, it doth plainly appear that the feveral Aids and Funds hereinbefore mentioned are deficient, and could not fully fatisfy all

the Monies which were charged thereupon, and the Intereft thereof; and for fo much as remains unfatisfied, the refpective Lenders, their Executors, Adminiftrators and Affigns, have, or are intitled to have, in their Hands, Tallies and Orders of Repayment levied and drawn according to the Forms used in His Majefty's Receipt of Exchequer: And whereas by an Act made and paffed in the Parliament holden at Westminster in the feventh and eighth Years of His Majefty's Reign, in

• tituled, An Act for continuing to His Majefty certain Duties 7 & 8 W. 3. • upon Salt, Glafs Wares Stone and Earthen Wares, and for c. 31. granting feveral Duties upon Tobacco Pipes and other Earthen Wares for carrying on the War against France, and for establishing

a National Land Bank, and for taking off the Duties upon Tunnage of Ships and upon Coals, His Majefty was impowered to § 75. borrow or take into the Receipt of the Exchequer any Sum or Sums of Money, either upon the Credit of Repayment by Orders to be regiftred and paid in Courfe, with Intereft after the Rate of feven Pounds per Centum per Amum, or upon • Credit of Bills to be made payable upon Demand, with Intereft not exceeding the Rate of Three pence per Diem for every one hundred Pounds, fo as that the Principal Sums, which at any one Time fhould be due and owing either upon the faid Orders, or upon the faid Bills, or both, should not exceed the Sum of two millions five hundred fixty four thou fand Pounds; and out of the Monies to be raifed by the Act laft mentioned, it was directed and intended, that the Sums § 28. following fhould be paid and applied, that is to fay, the Sum of five hundred and fixty thousand Pounds to discharge Monies ⚫ which were lent at the Receipt of Exchequer upon the Security of certain Duties upon Glass Wares, Stone and Earthen Bottles, • Coals and Culm (which Duties upon Coals and Culm were taken away by the Act laft mentioned) and the Intereft ⚫ thereof; one hundred and forty thousand Pounds to anfwer and • make good the Rates and Duties of Tunnage upon Ships, from the feventeenth Day of May One thoufand fix hundred ninety fix until the feventeenth Day of May One thousand fix hun⚫dred ninety feven (which Duties of Tunnage upon Ships was alfo taken away by the fame Act) and the further Sum of one hundred and forty thousand Pounds to answer and make good the Rates and Duties upon Salt, from the faid feventeenth Day of May One thousand fix hundred ninety fix, until the faid feventeenth Day of May One thousand fix hundred ninety feven, in the Manner therein mentioned; which faid feveral • Sums of five hundred and fixty thousand Pounds, one hundred and forty thousand Pounds, and one hundred and forty thoufand Pounds, amounting in the whole to eight hundred and forty thousand Pounds, being taken or fubducted from the faid Sum of two Millions five hundred fixty four thousand Pounds, the Remainder thereof will amount to one Million feven hundred twenty four thousand Pounds, which is borrowed, or may be borrowed by His Majelty for the Service of the War against France; and the Perfon or Perfons who have advanced, or fhall advance the fame, his, her, or their Executors, Adminiftrators, or Affigns, have, or may have, in their Hands, Tallies, and Orders of Repayment, or Bills for

the Sums fo advanced, or to be advanced, which cannot in any ⚫ reafonable Time be fatisfied out of the faid Duties chargeable therewith by the Act laft mentioned: And whereas feveral • Perfons did advance and lend, at the faid Receipt of the Exchequer, feveral other Sums of Money, at the Rate of feven Pounds per Centum per Annum for Intereft, upon the Credit of two third Parts of the Excife of Eighteen pence per Barrel, and other additional Duties of Excife upon Beer, Ale and other Liquors, which were granted to Their faid Majefties for four Years, by an Act of Parliament in the fecond Year of Their Reign, and afterwards continued by a subsequent A&t of Parliament in that Behalf, until the feventeenth Day of May One thoufand fix hundred ninety feven, from which Time the fame, or the like Duties of Excife, are continued or granted by Act of Parliament for other Ufes: And whereas feveral Perfons, as well Natives as Foreigners, Bodies Politick and Corporate, have also advanced and lent, at the faid Receipt of the Exchequer, very confiderable Sums of Money upon the Security of other Aids, Supplies, Impofitions, Revenues or Funds, hereinafter mentioned, that is to fay, upon certain additional Impofitions upon feveral Goods and Merchandizes, which were granted to Their faid Majefties by an Act paffed in the Parliament holden at Westminster, in the 4 & 5 W. & M. fourth and fifth Years of Their Reign, to continue until the firit Day of March One thousand fix hundred ninety fix, which Act allows Intereft after the Rate of eight Pounds per Centum per Annum for the Monies thereby borrowed, and upon certain Duties payable for Vellum, Parchment, and Paper, for four Years, which commenced from the twenty eighth Day of June, One thoufand fix hundred ninety four, by virtue of an Act which paffed in the Parliament holden at Westminster in 5 & 6 W. & M. the fifth and fixth Years of the Reign of Their faid Majefties,

whereby there was allowed Intereft, not exceeding the Rate of eight Pounds per Centum per Annum, for the Monies lent in pursuance thereof; and upon Credit of a certain yearly Sum of three hundred thousand Pounds, payable for five Years, from the five and twentieth Day of December One thousand fix hundred ninety four, out of Monies arifing by the Subfidy • of Tunnage and Poundage, and other Duties upon Merchan dizes exported and imported, by virtue of feveral Acts of Parliament, paffed in the fixth Year of the Reign of Their said Majefties, wherein a Credit was given for any Sums, not exceeding one Million two hundred and fifty thoufand Pounds to be repaid, with Intereft, not exceeding the Rate of five Pounds per Centum per Annum for the first three hundred thou fand Pounds, fix Pounds per Centum per Annum for the fecond three hundred thousand Pounds, feven Pounds per Centum per • Annum for the third three hundred thoufand Pounds, and eight Pounds per Centum per Annum for the remaining three hundred and fifty thoufand Pounds; and upon Credit of an A&t made 6 & 7 W. 3. c. 6. in the Parliament holden at Westminster, in the fixth and seventh Years of His Majesty's Reign, for granting certain Rates and Duties upon Marriages, Births, Burials, Batchelors and

• Widowers, for the Term of five Years, from the firft Day of May One thoufand fix hundred ninety five, whereby Intereít, ⚫ not

not exceeding the Rate of eight Pounds per Centum per Annum, is allowed for the Sums lent in pursuance thereof; and upon 'the Credit of feveral Impofitions, payable for Wines, Vinegar, Tobacco, Eaft India Goods, and other Merchandizes imported, 'continued until the twenty ninth Day of September One thou• fand feven hundred and one, by virtue of an A&t paffed in the Parliament, which was holden at Westminster, in the feventh and 7 & 8 W.3.c.10. eighth Years of His Majefty's Reign, whereby a Credit was $7. given for borrowing any Sums, not exceeding one Million five

' hundred thousand Pounds, to be repaid with Intereft not exceeding the Rate of five Pounds per Centum per Annum for the first four hundred thousand Pounds, fix Pounds per Centum 'per Annum for the fecond four hundred thoufand Pounds, feven • Pounds per Centum per Annum for the third four hundred thoufand Pounds, and eight Pounds per Centum per Annum for the remaining three hundred thoufand Pounds: And whereas a great Part of the Monies fo lent, upon the two third Parts of the faid additional Duties of Excife, and upon the faid additional Impofitions payable for Goods and Merchandizes, ' and upon the faid Duties payable for Vellum, Parchment and Paper, and upon faid the three hundred thousand Pounds per • Annum, charged upon the Subfidy of Tunnage and Poundage, and upon the faid Duties charged upon Marriages, Births, Burials, Batchelors and Widowers, and upon the faid continued Impofitions payable for Wines, Vinegar, Tobacco, Eaft India Goods and other Merchandizes imported, hath been actually repaid and fatisfied with Intereft; but by computing the Product of these Duties for the Time paft, and confidering the Terms yet to come and unexpired in them refpectively, it is fuppofed and feared that the fame Duties refpectively, at the End of the feveral Terms for which they are granted as • aforefaid, will be more or lefs deficient to anfwer, pay off, ⚫ and clear all the Principal and Intereft of the Monies which ' were authorized to be borrowed thereupon, and the Perfons intitled to the Monies not paid off upon the Duties laft mentioned, have or may have, in their Hands, Tallies and Orders of Repayment for the fame: And whereas feveral Perfons or Corporations did advance and lend, at the faid Receipt of Exchequer, other confiderable Sums of Money upon the Credit of an Act made in the Parliament holden at Westminster, in the fourth and fifth Years of Their faid Majefties Reign, intituled,

or Duties upon Low Wines, or Spirits of the first Extraction, and Sweets, thereby granted, to be repaid with Interest not exceeding the Rate of fix Pounds per Centum per Annum for the first forty thousand Pounds, and feven Pounds per Centum per Annum for the Remainder thereof; and by virtue of the Tame Act, and of another Act made and paffed in this prefent • Seffion of Parliament to explain the fame, the weekly Sum of fix thoufand Pounds arifing by or out of the hereditary Branch of His Majefty's Revenues of Excife upon Beer, Ale and other Liquors, and by or out of that Part of the faid Revenues of Excife which is granted to His Majefty during His Life • (which God preferve) commonly called, The Hereditary and Temporary Excife, and the weekly Sum of fix hundred Pounds out of the Money or Revenue from Time to Time arifing in the General Letter Office or Poft Office, do feverally stand charged to pay off and fatisfy in Courfe feveral Tallies of Pro, or Affignment, or other Tallies in those Acts mentioned, for the Payment whereof Provifion is thereby made, together < with fuch several and refpective Rates of Intereft for the fame as are thereby allowed: And whereas by reafon of the Deficiencies of feveral of the Aids, Supplies, Impofitions and Duties above mentioned, which have not or will not be fuf<ficient to anfwer the Principal and Intereft charged thereupon, and by reason of the Remoteness of the Course of Payment of the Tallies and Orders charged upon fome of them, and upon • other the Duties in this Act before mentioned, the Owners of the faid Tallies or Orders are frequently neceffitated to fell and difpofe thereof at great Lofs, or at an exceffive Difcount, whereby the publick Credit is very much prejudiced and impaired, and the Trade, and other publick and private Affairs within this Realm do exceedingly fuffer: And whereas it is ⚫ computed or estimated, That the Deficiencies or Sums, which are or will be wanting to fatisfy and pay off all Principal and Intereft due or to be due on the deficient Aids, Duties or Funds before mentioned (over and above all Arrears, ftanding out upon any of them, which are determined, and over and above all Monies to be raised by fuch of them as are yet unexpired) do or may amount to the Sums following; that is to fay, Upon the faid firft Aid of four Shillings in the Pound, fifty • five thousand fix hundred twenty two Pounds ten Shillings and Five pence; upon the faid third Aid of four Shillings in the Pound, four hundred and feven thousand three hundred feventy and two Pounds and Three pence; upon the faid fourth Aid of four Shillings in the Pound, nine hundred and feventeen thousand one hundred and one Pounds, thirteen Shillings and Two pence Halfpenny; upon the faid quarterly Poll, eighty nine thousand two hundred feventy five Pounds thirteen Shillings and Four pence; upon the faid three fourth Parts of the Cuftoms, two hundred and thirteen thoufand four hundred forty feven Pounds fifteen Shillings and Nine pence; upon the faid A&t charging Salt, and other Things therein mentioned, one million feven hundred and eleven thousand and five hundred Pounds; upon the said two third Parts of the additional Excife, one hundred and fixty thoufand Pounds; upon the faid • additional Impofitions payable for Goods and Merchandizes,
