• LXIII. And whereas by an Act of this prefent Seffion of Parliament, intituled, An Ad for granting an Aid to His Majefty, as well by a Land Tax, as by feveral Subfidics and other Duties payable for one Year; it is amongst other Things enacted, That it fhall and may be lawful to and for the Commiffioners of His Majefty's Treasury, or any three of them now being, or the High Treafurer, or any three or more of the Commiffioners of His Majefty's Treafury for the Time being, to cause Bills to be made forth at the Receipt of Exchequer, in fuch Manner and Form as they fhall appoint, for any Sum or Sums of Money not exceeding one million five hundred thousand Pounds, by virtue of that Act, and to iffue the fame to the Ufes of the War, in fuch Proportions as they fhall think fit; and that the faid Bills fhall be current to the Receivers or Collectors of any Aids, Taxes or Supplies, thereby granted, or that should be granted for the Service of the War for the Year One thoufand fix hundred ninety feven (except for the Aid of three Shillings in the Pound) and fuch other Directions are thereby given, concerning the making, iffuing, receiving back and cancelling, the faid Bills, as in and by the faid Act, Relation being thereunto had, more at large appears:' Now to the end the faid Bills fo authorized to be iffued may be of more general Ufe, as well for the Occafions of the War, as for the publick Commerce and Trade: Be it further enacted by the Authority aforefaid, That the faid Bills, fo authorized to be iffued, fhall be received and taken, not only by Receivers or Collectors of the Taxes or Supplies granted or to be granted for the War for the Year One thoufand fix hundred ninety feven, but fhall alfo pafs and be current to all and every the Commiffioners, Receivers or Collectors of any Revenue, Aid, Tax or Supply whatsoever already granted, or that fhall or may be granted, during this prefent Seffion of Parliament, either for the War, or any other Ufe, and alfo at the Receipt of the Exchequer from the faid Commiffioners, Receivers or Collectors, or from any other Perfon or Perfons whatfoever making any Payments there to His Majefty upon any Account what feever.

LXIV. And to the end that all Perfons may be the more wila Day per Cent. ling and ready to accept and receive the faid Bills in all Manner Intereft till Pay- of Payments; Be it enacted by the Authority aforefaid, That there fhall be annexed unto, attend, and go along with, the faid Bills, an Intereft after the Rate of Five pence a Day for every one hundred Pounds contained therein, and fo proportionably for a greater or leffer Sum; which faid Intereft fhall be paid or allowed to the Perfon who is laft poffeft thereof, to the Day he pays the fame into the Exchequer, or to any Receivers or Collectors for any Aids, Taxes, Revenues, or Supplies whatfoever.

LXV. And that no Intereft may be allowed on the faid former Bills for any longer Time than the fame fhall be unanswered to

His Majefty; it is hereby enacted, That the Perfon who pays the fame into the Exchequer, or to any Receivers or Collectors, for any Aids, Taxes or Revenues, fhall at the Time of making fuch Payment put his Name to the faid Bill, and write the Day of the Month, to which Day the Collector or other Perfon who receives the fame to His Majefty's Ufe fhall be allowed again the Intereft that he fhall have allowed thereupon; and when any of the faid Bills, which in pursuance of this A&t fhall be received at the Exchequer, Cuftom House, Excife Office, or General Letter Office, or by any of His Majefty's Receivers or Collectors, or for any Revenues, Taxes or Supplies, fhall be applicable to the Satisfaction of Tallies and Orders of Loan, or to any other Ufes or Payments whatfoever, and by reafon thereof are not to be immediately cancelled at the faid Exchequer, or in any other publick Office, then the refpective Tellers in the Receipt of the Exchequer, and the Receivers General or Cafhiers of the Cuftoms, Excife and Poft Office, or any other Receivers, upon their iffuing or paying out the faid Bills, fhall fign the fame, and add the Day of the Month, and fo toties quoties until the faid Bills fhall or may come or be paid into the Exchequer on account of the proper Funds or Supplies (upon which they are or fhall be firft iffued out) to

be cancelled.

And to the Intent that fuch Perfon or Perfons, who have` or may have, or be intitled to, any Tallies or Orders, on any Branch of the Revenues, or on any Aid, Tax or Supply, that is or fhall be appropriated for Repayment and Satisfaction thereof, and fhall refufe or be unwilling to accept the faid Bills in Pay. ment, may not be obliged to receive the fame; Be it further enacted, &c.

LXVIII. Provided always, and be it enacted by the Autho- Proclamation rity aforefaid, That until fuch Time as His Majefty, by His when ExcheRoyal Proclamation to be iffued by the Advice of His Privy quer Bills may Council, fhall be pleased to publish and make known, that the faid Commiffioners of His Majefty's Treafury, or three or more of them, or the High Treasurer for the Time being, fhall (by fuch Covenants or Agreements made with Perfons of Ability, as aforefaid) have fufficiently fecured and made Provifion, that all Perfons, who at the faid Receipt of Exchequer, or at any the faid publick Offices, fhall have any of the faid Bills for Satisfaction of their Tallies or Orders of Loan, or for any other Payments whatfoever, may have fuch Bills exchanged for ready Money; the faid Bills, fo to be made forth. for the faid fifteen hundred thousand Pounds, or any Part thereof, fhall be current Regulation as to only for the Aids, Taxes or Supplies, granted or to be granted Currency of for the Service of the War, for the Year One thousand fix hundred ninety feven, exclufive of the faid Aid of three Shillings in the Pound, according to the Tenour and true Meaning of the faid former A&t in that Behalf; and that after the faid Proclamation

LXXI. And whereas in and by one Act of Parliament made and paffed in the feventh and eighth Years of His Majesty's Reign, intituled, An Ad for continuing to His Majefty certain Duties upon Salt, Glass Wares, Stone and Earthen Wares, and for granting Jeveral Duties upon Tobacco Pipes, and other Earthen Wares, for carrying on the War against France, and for establishing a National Land Bank, and for taking off the Duties upon Tunnage of Ships and upon Coals, it is amongit other Things provided, That if any of thofe Wares upon drawing, are broken, or otherwife made unfit for Sale, there fhall no Duty grow due for the fame by virtue of that Act, but the Officers fhall fee the fame deftroyed: And whereas it often happens, that where Tobacco Pipe Makers do make and burn Tobacco Pipes, that at the opening or drawing of the Pots, Kilns, Furnaces or Ovens, wherein the fame are burnt or nealed, the Tobacco Pipes, or a great Part of them, are unfit for Sale, by reafon of fome Default in the burning and nealing thereof, and the deftroying the fame by the Officer is of great Lofs to the Maker, when as fuch Tobacco Pipes may be rendred fit for Sale in cafe they were new burnt or nealed:' For the remedying of which Mischief be it hereby enacted and declared by the Authority aforefaid, That from and after the first Day of May One thousand fix hundred ninety feven, if any Tobacco Pipe Makers, upon drawing their Tobacco Pipes out of their Pots, Kilns, Fur. naces or Ovens, fhall find the fame, or any Part thereof, unfit for Sale, that it fall and may be lawful for fuch Tobacco Pipe Maker or Makers (on Notice given to the faid Officer of his Intention to reburn the fame) to put fuch Tobacco Pipes into any Pot, Kiln, Furnace or Oven, to be reburnt or nealed, and en the drawing of the fame, fhall then pay the Duty by the faid

An Act to enforce the Act for the Increase and Encouragement of Seamen.

WHEREAS by an Act of Parliament made in the laft

Seffion of this present Parliament, intituled, An Ad for 7&8 W. 3. the Increafe and Encouragement of Seamen, it is (amongst other c. 21. § 7. Things) enacted, That for the Relief, Benefit or Advantage,

of fuch regiftred Mariners or Seamen, Watermen, Fishermen, Lightermen, Bargemen, Keelmen or Seafaring Men, who by Age, Wounds, or other Accidents, fhall be difabled for future Service at Sea, and fhall not be in a Condition to maintain themselves comfortably, and the Children of fuch difabled Sea'men, and the Widows and Children of fuch of them as fhall happen to be flain, killed or drowned in Sea Service, so far 'forth as the Hospital in the faid A&t mentioned shall be capable to receive them, and the Revenue thereof will extend for or towards their Relief or Support, and according to the Rules, • Orders, and Conftitutions to be fettled and provided for the faid Hofpital, and the Government and Regulation thereof, every fuch Seaman, Waterman, Fisherman, Lighterman, Bargeman, ⚫ Keelman or Seafaring Man, regiftred and difabled as aforefaid,

fhall, upon Certificate thereof in Manner as directed by the faid Statute, be admitted and placed in the faid Hofpital, and fhall have provided and allowed unto him, during his Life, at the Charges of the faid Hofpital, and out of the Revenues thereof, according to the Rules, Orders and Conftitutions, to be provided and fettled for the faid Hofpital, and the Government and Regulation thereof, fitting and convenient Lodging, Meat, Drink, Clothes, and other Neceffaries and Conveniencies; and alfo the Widows of fuch Seamen, Watermen, Fishermen, Lightermen, Bargemen, Keelmen and Seafaring Men, who fhall be flain, killed or drowned in the Sea Service, and the Children of fuch Seamen, Watermen, Fishermen, Lightermen, Bargemen, Keelmen and Seafaring Men, fo flain, killed or drowned, and not of Ability to maintain or provide comfortably for themfelves, fhall be received into the faid Hospital, and there be provided for: And forafmuch as divers Perfons fo regiftred and difabled as aforefaid, and divers of the Widows ⚫ and Children of fuch Perfons fo regiftred, flain or drowned in Sea Service as aforefaid, may at one and the fame Time • ftand in need of, and by virtue of the faid Act claim and demand the Bounties, Benefits and Advantages aforefaid, in greater Numbers than the faid Hofpital and Revenues thereof can fupport and maintain ;' Be it therefore enacted and declared by the King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, That for the avoiding all Fartiality and Favour whatsoever, all and every fuch Perfon or Perfons, who by virtue of the faid Act are intitled to the faid Provifions, Allowances and Advantages, in the faid Hofpital, and out of the Revenues thereof, in Manner as aforefaid, fhall from Time to Time be placed in, and received into the faid Hofpital, upon Certificates to be had and produced in Manner and Form as by the faid recited Act is directed, in Succeffion one after another, as the Perfon regiftred fhall be and appear in Course and Order of Time to be upon the Registry Book of Seamen in the faid recited Statute mentioned, and the Widows and Children of the Perfon longeft regiftred always to be preferred and admitted into the faid Hofpital, and the Benefits therein to be imployed, as aforefaid, before the others.

II. And be it further enacted by the Authority aforefaid, That for the greater Eafe to all and every Seaman or Mariner, or other may be registred Perfons, who have Liberty and fhall be willing to regifter themfelves, as in and by the faid recited Statute is directed, every fuch Seaman, from and after the tenth Day of April next enfuing, bringing or caufing to be brought a Certificate, in Manner as the faid Act directs, of the Place of his Abode, and alfo, in cafe of Removal, a new Certificate under the Hand of any one or more Juftice of the Peace of the Place or County where he lives, may and fhall be regiftred in fuch and the like Manner as the faid recited Act directs, and be alfo intitled to all and every the Benefits and Advantages given in and by the faid Act, as well for himfelf, as alfo his Wife, Widow and Children, as if fuch Certificate were under the Hands of two Juftices of the Peace, according to the faid Act, any Thing in the faid recited Act contained to the contrary in any wife notwithstanding; the faid Juftice or
