The Lords Commissioners of Her Majesty's Treasury, having certified to the Commissioners for the reduction of the National Debt, that there was no surplus of actual Revenue, over the actual expenditure of the United Kingdom of Great Britain and Ireland, for the year ended the 30th September, 1858:

The Commissioners for the reduction of the National Debt, hereby give notice that no sum will be applied by them on account of the sinking fund, under the provisions of the Act 10, Geo., IV, cap. 27, between the 6th day of January, 1859, and the 31st day of March, 1859.

An order of the Poor Law Board to the Churchwardens and Overseers of the Poor of the parish of Saint Anne, Blackfriars, in the county of Middlesex, and to all others whom it may concern, dated December 23rd, 1858, directs that so much of the said Act, passed in the fourteenth year of the reign of Her Majesty, intituled "An Act to prevent the holding of vestry or other meetings in churches, and for regulating the appointment of vestry clerks," as relates to the appointment of a vestry clerk, shall forthwith be applied to, and be put in force within, the said parish of Saint Anne, Blackfriars.

Windsor Castle, January 1, 1859. THIS day had audience of Her Majesty ; Señor Don Xavier de Isturiz, Envoy Extraordinary and Minister Plenipotentiary from the Queen of Spain, to deliver his credentials, in the same character, from the Duchess Regent of Parma, on behalf of the Duke Robert I. :

To which audience he was introduced by the Earl of Malmesbury, Her Majesty's Principal Secretary of State for Foreign Affairs.

The Queen has been graciously pleased to give orders for the appointment of Frederick Cleeve, Esq., Paymaster in the Royal Navy, to be an Ordinary Member of the Civil Division of the Third Class, or Companions, of the Most Honourable Order of the Bath.

The Queen has been pleased to appoint Thomas Watson, Esq., M.D., to be Physician Extraordinary to Her Majesty, in the room of Richard Bright, Esq., M.D., deceased.

The Queen has been pleased to appoint George Dundas, Esq., to be Lieutenant-Governor of the Island of Prince Edward.

Whitehall, December 31, 1858.

The Queen has been pleased to grant unto George Baillie, of Jerviswood, in the county of Lanark, Esquire, commonly called Lord Binning, and to Helen-Catherine, his wife, daughter and only child of Sir John Warrender, of Lochend, in the parish of Dunbar, in the county of East Lothian, Baronet, by the Honourable Dame Frances Henrietta, his second wife, sister of Richard-Pepper, Lord Alvenley, deceased, her royal licence and authority that they may, in compliance with a direction contained in a deed of indenture, bearing date the 6th day of October, 1854, made in contemplation of, and previous to, their marriage, assume and take the surname of Arden, in addition to and after that of Baillie; and that he the said George Baillie may bear the arms of Arden quarterly with those of his own family, and that such surname and arms may in like manner be taken, borne, and used by the issue of their marriage; such arms being first duly exemplified according to the laws of arms, and recorded in the Herald's Office, otherwise the said licence and permission to be void and of none effect:

And also to command that the said royal concession and declaration be recorded in Her Majesty's College of Arms.
