8. That the respective packets transmitted by : the post, under the provisions of this Warrant, shall be subject to the several orders, directions, regulations, and rates of postage respectively contained in a certain Warrant of the Commissioners of Her Majesty's Treasury, bearing date the 19th day of February, 1855, relating to redirected rates of postage upon letters and packets which shall be redirected and again forwarded by the post.

9. That nothing in this Warrant contained shall be deemed or construed to extend to any newspapers transmitted through France.

10. That the term "British newspaper," used

in this Warrant, shall be construed to mean newspapers printed in the United Kingdom, whether they bear a newspaper stamp or not, and that the term "East Indies," used in this Warrant, shall be construed to mean every port or place in Her Majesty's dominions in Asia (China, Hong Kong, Ceylon, the Mauritius, Java, Borneo, Japan, and Australia, excepted); and that the several other terms and expressions used in this Warrant shall be construed to have the like meaning, in all respects, as they would have had if inserted in the said Act passed in the fourth year of the reign of Her present Majesty.

11. That it shall be lawful for the Commiзsioners for the time being of Her Majesty's Treasury, by Warrant under their hands, duly made at any time hereafter, to alter, repeal, or revoke any of the rates of postage hereby fixed, or any of the orders, regulations, conditions, and restrictions hereby made, and to make and establish any new or other rates, orders, regulations, conditions, and restrictions in lieu thereof, and from time to time to appoint at what time the rates which may be payable are to be paid.

12. That this Warrant shall come into operation on the 1st day of April, 1859.

LOCAL GOVERNMENT ACT, 1858.

This Gazette contains a notification signed by the Right Honourable Spencer Horatio Walpole, one of Her Majesty's Principal Secretaries of State, dated the 25th January, 1859, that the Local Government Act, 1858, has been adopted within the city and borough of Wells, in the county of Somerset.

THE Queen has been pleased to direct letters patent to be passed under the Great Seal of the United Kingdom of Great Britain and Ireland, constituting and appointing the Right Honourable Sir John Somerset Pakington, Bart.; Vice-Admiral William Fanshawe Martin; ViceAdmiral the Honourable Sir Richard Saunders Dundas, K.C.B.; Rear-Admiral Alexander Milne, K.C.B.; Captain the Honourable Swynfen Thomas Carnegie, C.B.; and Algernon George Percy, Esq. (commonly called Lord Lovaine) to be Her Majesty's Commissioners for executing the office of Lord High Admiral of the said

United Kingdom of Great Britain and Ireland, and the dominions, islands, and territories thereunto belonging.

The Queen has been pleased to appoint the Right Honourable William Ewart Gladstone to be Her Majesty's Lord High Commissioner in and for the United States of the Ionian Islands.

The Queen has been pleased to grant unto Frederic Brandreth, of Heaves Lodge, in the parish of Heversham, in the county of Westmorland, Esquire, and to Jane, his wife, eldest of the two daughters and coheirs of James Gandy, late of Heaves Lodge, aforesaid, Esquire, deceased, her royal licence and authority that they and the issue of their marriage, may, in compliance with an injunction contained in the last will and testament of the said James Gandy, assume and use the surname of Gandy only, in lieu and instead of that of Brandreth:

And also to command that the said royal concession and declaration be recorded in Her Majesty's College of Arms, otherwise to be void and of none effect.

The Queen has been pleased to grant unto Richard-Norris Rogers, Clerk, Master of Arts, sometime Curate of Levens, in the county of Westmoreland, and now residing at Pisa, in Italy, and to Barbara his wife, youngest of the two daughters and co-heirs of James Gandy, late of

Heaves Lodge, in Levens, in the parish of Heversham, in the said county of Westmoreland, Esquire, deceased, her royal licence and authority that they and the issue of their marriage may, in compliance with an injunction contained in the last will and testament of the said James Gandy, assume and use the surname of Gandy only in lieu and instead of that of Rogers:

And also to command that the said royal concession and declaration be recorded in Her Majesty's College of Arms, otherwise to be void and of none effect.

The Queen has been graciously pleased to confirm the grant of the Decoration of the Victoria Cross to the undermentioned Officer, Non-Commissioned Officer, Farrier, and Private of Her Majesty's 8th Hussars, which decoration has been provisionally conferred upon them by Major-General Sir Hugh Henry Rose, G.C.B., Commanding the Central India Field Force, in accordance with the rules laid down in Her Majesty's Warrant instituting the same, on account of an Act of Bravery performed by them in India, as recorded against their several names, viz. :

Selected for the Victoria Cross by their companions in the gallant charge made by a squadron of the Regiment at Gwalior, on the 17th of June, 1858, when, supported by a

division of the Bombay Horse Artillery, and Her Majesty's 95th Regiment, they routed the enemy, who were advancing against Brigadier Smith's position, charged through the rebel camp into two batteries, capturing and bringing into their camp two of the enemy's guns, under a heavy and converging fire from the Fort and Town. (Field Force Orders by Major-General Sir Hugh Henry Rose, G.C.B., Commanding Central India Field Force, dated Camp, Gwalior, 28th June, 1858.) -Date of Act of Bravery, 17th June, 1858.
