S. Candidates who fail to pass in the first three subjects will be disqualified, and their other papers will not be examined. The candidates who display a competent knowledge of all the subjects named in paragraph 7 will be eligible for appointment in the various Trades, according to their position on the Examination Lists at the several Dockyards, and to the number of appointments which it may be decided to make that year.

9. Apprentices will be bound by Indentures to serve for seven years, and no candidate will be entered unless some relative or friend is able and willing to undertake the duty of the second party to the Indenture as to the support, &c., of the Apprentice during his apprenticeship. Board wages will only be allowed in the case of boys whose fathers have died or been killed in Service under the Admiralty, and when it can be proved the family are in distressed circumstances, or in other very special cases.

10. On the expiration of their period of service Apprentices will receive a certificate of their character and conduct, the progress they have made in their trade and in the knowledge of the subjects prescribed for Dockyard Apprentices.

11. The Pay of Apprentices serving in the Dockyards is as follows:

12. A limited number of Apprentices who have passed five years at the Dockyard will be selected annually by competitive examination for study at the Royal Naval College at Greenwich. They will remain there three sessions, passing the vacation each year between the 30th June and the 1st October at one of the Dockyards.

18. Those selected for study at Greenwich must join with their parents or guardians in a bond for the sum of 2501. to serve under the Admiralty for seven years if required after the completion of their Apprenticeship.

14. While at Greenwich, Dockyard Apprentices wil be lodged, and will receive 18, 6d. a day towards the mess. They will mess with the Acting 2nd Class Assistant Engineers.

They will receive pay as follows:

When at their own Dockyards during the vacation, they will receive their pay as above, but not the messing allowance. When at other Dockyards, the messing allowance will be granted.

15. If found well qualified at the completion of their course at Greenwich, they may be sent to sea in ene f Her Majesty's Ships for one year if the Lords Commis sioners of the Admiralty think it desirable, and will then be appointed Supernuinerary Draughtsmen, and employed temporarily as Assistants to the Foremen of the Dockyards, or in any other post for which they may be considered fit. In cases where their Lordships de Á consider it desirable to send them to sea, they will be at once appointed to situations as above at the several Dockyards.

GALLANTRY IN ACTION.

By Order in Council, dated the 7th July 1874, a Silver Medal has been established for such Petty Officers and Seamen of the Royal Navy, and Non-commissioned Officers and Privates of Royal Marines, as may at any time distinguish themselves by acts of conspicuous gallantry in action with the enemy.

This Medal may, at the discretion of the Lords Commissioners of the Admiralty, be accompanied by the grant of an annuity (not exceeding £20) in the cases of Chief and First-Class Petty Officers of the Navy and

Sergeants of Royal Marines, provided the aricant an thorised from time to time for such annuifles, by the Lords Commissioners of Her Majesty's Treasury, is n.3 exceeded.

As these rewards are intended for such men enly s shall have rendered themselves individually conspicious by some special act of pre-eminent gallantry in action with the enemy, great care is to be taken that the cases of the men recommended come strictly within the sparit of the Order in Council; and that the case of each man be accompanied by a full statement of the grounds which his claim to this distinction is founded.

REGULATIONS FOR ENTRY OF OFFICERS IN THE ROYAL NAVAL RESERVE.

ORDER IN COUNCIL, MARCH 1, 1861.

At the Court of Windsor,

And whereas the Lords Commissioners of the Admiralty have submitted for the approval of Her Majesty the Regulations appended to this Order, as Regulations proper to be substituted for the Regulations hitherto in force under the Act twenty-four and twenty-five Victoria, chapter one hundred and twenty-nine:

Now, therefore, Her Majesty is pleased to direct that the said Regulations appended to this Order shall take effect from the date hereof.

REGULATIONS REFERRED TO IN THE FOREGOING ORDER.

Number, Class, and Rank.

The Officers of the Royal Naval Reserve on the Active List shall not exceed the total number of seven hundred, and shall consist of four classes, viz. :

1. "Lieutenants" of the Royal Naval Reserve, whose number shall not exceed one hundred and thirty, and who will, as to seniority and command, rank with, but after, Lieutenants and Masters of the Royal Navy.

2. "Sub-Lieutenants" of the Royal Naval Reserve, whose number shall not exceed two hundred and seventy, and who will, as to seniority and command, rank with, but after, Sub-Lieutenants and Second Masters of the Royal Navy.

3. "Engineers" of the Royal Naval Reserve, whose number shall not exceed one hundred, and who will rank with, but after, Engineers of the Royal Navy. 4. First Class "Assistant Engineers" of the Royal Naval Reserve, whose number shall not exceed one hundred, and Second Class "Assistant Engineers" of the Royal Naval Reserve, whose number shall not exceed one hundred. First Class Assistant Engineers will rank with, but after, First Class Assistant Engineers of the Royal Navy; and Second Class Assistant Engineers will rank with, but after, Second Class Assistant Engineers of the Royal Navy.

Appointment.

The whole of these Officers shall be appointed by the Lords Commissioners of the Admiralty; but their applications for appointment shall be made through the Board of Trade, Whitehall, London.

Qualification.

The following Officers shall be eligible for Commissions as Lieutenants of the Royal Naval Reserve, viz. :1. Masters of British Merchant Ships or of other British Ships not belonging to Her Majesty, under 45 years of age, who hold certificates of competency under the "Mercantile Marine Act, 1850," or the Merchant Shipping Act, 1854," and who have commanded vessels of not less than 500 tons gross burthen for not less than two years, and who are actually afloat and in command at the time of making their application for a commission.

2. Officers under 45 years of age, who have attained the rank of Master, or a higher rank, in the Indian Naval Force of Her Majesty, or in the Naval Force of the East India Company.

The following Officers shall be eligible for Commissions as Sub-Lieutenants of the Royal Naval Reserve, viz.:1. Chief Mates of British Merchant Ships, or of other Ships not belonging to Her Majesty, under 35 years of age, who hold Masters' or Chief Mates' Certificates of Competency under "The Mercantile Marine Act, 1850," or "The Merchant Shipping Act, 1854," and who have sailed as Masters or as Chief Mates in

vessels of not less than 500 tons gross burthen for not less than two years, and who are actually afloat as Masters or Chief Mates at the time of making their application for a Commission.

2. Officers under 40 years of age, who have attained the rank of Second Master, or a higher rank in the Indian Naval Force of Her Majesty, or in the Naval Force of the East India Company.

The following Officers shall be eligible for Commissions as Engineers of the Royal Naval Reserve, viz. :1. Engineers of British Merchant Ships, or of other British Ships not belonging to Her Majesty, who hold First Class Engineers' Certificates of Competency, under "The Shipping Act Amendment Act, 1862," whose age does not exceed 40 years, and who at the time of making their applications are actually afloat in charge of engines of upwards of 100 nominal horsepower.

2. Engineers who have attained the rank of Engineer, or a higher rank, in the Indian Naval Force of Her Majesty, or in the Service of the East India Company, and whose age does not exceed 40 years. The following Officers shall be eligible for Commissions or Appointments as Assistant Engineers of the Royal Naval Reserve, viz.:

(1.) For First Class Assistants of the Royal Naval Reserve, viz. :

(a.) Engineers of British Merchant Ships, or of other British Ships not belonging to Her Majesty, who hold First or Second Class Engineers' Certificates of Competency, under "The Merchant Shipping Act Amendment Act, 1862," whose age does not exceed 40 years, who have served as First Engineers of Home Trade passenger steamships with engines of 100 nominal horse-power or upwards for not less than three years, or as Second Engineers of foreign-going steamships, with engines of 100 nominal horse-power or upwards for not less than three years, and who, at the time of making their application, are actually afloat.

(b.) Engineers who have attained the rank of Engineer or First Class Assistant Engineer, or a higher rank, in the Indian Naval Force of Her Majesty, or in the Service of the East India Company, whose age does not exceed 40 years. (2.) For the Second Class Assistant Engineers of the Royal Naval Reserve:

(a.) Engineers having similar qualifications to those required of a First Class Assistant Engineer, excepting that they need not have served afloat for a period of three years.

Engineers and Assistant Engineers of the Reserve will not be required to undergo drill.

In selecting applicants for Commissions, preference will be given to those possessing Extra Certificates of Competency, provided their merits appear to be equal in other respects.

Qualification for a Lieutenant's Commission will be a qualification for a Sub-Lieutenant's Commission; and a qualification for an Engineer's Commission will be a qualification for an Assistant Engineer's Commission.

After the 1st January 1865, no person will be eligible for a Commission as Lieutenant on the Active List in the Royal Naval Reserve until he has held a Commission as Sub-Lieutenant on the Active List of the Reserve for one year or upwards. And after the same date no person will be eligible for a Commission as Engineer in the Royal Naval Reserve until he has held a Commission or Appointment as Assistant Engineer of Reserve for one year or upwards.

Honorary Commanders, Chief Engineers'
Lieutenants, and Sub Lieutenants.

In addition to the Officers of the Reserve on the Active List, there shall be a class of Honorary Officers of the Reserve, not exceeding in the whole 160 in number, and of the ranks named below, viz. :

(a.) Honorary Commanders of the Reserve not exceed ing 30 in number, and consisting of Officers of the Reserve who held Lieutenants' Commissions for not less than five years, and who are not less than 50 years of age. Honorary Commanders of the Reserve will rank with, but after, Staff Commanders of the Royal Navy.

(b.) Honorary Chief Engineers of the Reserve, not exceeding 30 in number, and consisting of Officers of the Reserve who held Commissions as Engineers of the Reserve for not less than 10 years, and who are not less than 50 years of age. They will rank with, but after, Chief Engineers of the Royal Navy.

(c.) Honorary Lieutenants and Sub-Lieutenants of the Reserve, not exceeding 100 in number, and consisting of:(1.) For Honorary Lieutenants: Masters of Vessels actually afloat and in command, and possessing qualifications similar to the qualifications of the Lieutenants on the Active List, except that they must be above 45 years of age, and need not be in possession of Certificates of Competency; and

(2.) For Honorary Lieutenants; Owners of sea-going pleasure yachts of 50 tons register or upwards who command and act as Masters of their own yachts; and

(3.) For Honorary Lieutenants; Superintendents of Mercantile Marine Offices who have served as Masters in the Merchant Service; and (4.) For Honorary Sub-Lieutenants; Deputy Superintendents of Mercantile Marine Offices who have served as Chief Mates, or who have attained a higher rank in the Merchant Service.

Honorary Lieutenants of the Reserve will rank with but after, Lieutenants and Masters of the Royal Navy; and Honorary Sub-Lieutenants of the Reserve will rank with, but after, Sub-Lieutenants and Second Masters of the Royal Navy.

The Officers on the Honorary List will not be required to undergo drill, nor will they be liable to be called out for active service, except in cases of emergency, and not then, unless they have been at any time on the Active List.

Promotion.

Officers of the lower rank in the Active List will, if qualified, be eligible for promotion to the higher rank on that list, at the discretion of the Lords Commissioners of the Admiralty.

Officers who, when in actual service, may by the character or length of their Service, obtain the special approbation of the Lords Commissioners of the Admiralty, will be eligible to receive Commissions as Officers in the Royal Navy, of the same grade as that with which they may rank at the time. They will then be considered in all respects as Officers on the permanent strength of the Navy.

Officers, who, whilst on actual service, shall have distinguished themselves in action with the enemy, or by the character and length of their services, will be eligible at the conclusion of their service in the Navy, for promotion to the higher honorary ranks of Commander and Captain of the Naval Reserve, at the discretion of the Lords Commissioners of the Admiralty.

Officers of the Reserve who shall have displayed zeal in promoting the efficiency of the Reserve will be favourable considered for promotion, at the discretion of the Lords Commissioners of the Admiralty.

Retirement.

Officers who wish to retire from the Active List may do so at the discretion of the Lords Commissioners of the Admiralty, on consideration of their services, either (1.) Without rank; or

(2.) On the Honorary List with the rank they may hold at the time of their retirement; or

(3.) On the Honorary List at a higher rank.

Uniform.

Officers to wear the same uniform as Officers of corre sponding rank in the Royal Navy, with the following exceptions, viz.:

Commanders, Chief Engineers, Lieutenants, Sub-Lieutenants, and Engineers.-Instead of each strip of half-inch lace round the sleeves of the coats, there is to be a stripe formed of two waved lines of quarter-inch gold braid, intersecting each other, so as to form bands half an inch wide, the blue cloth to show between the curves.

The Engineers' Department are to be distinguished by purple velvet stripes, quarter inch wide between the gold braid waved lines round the sleeves of the coat. Engineers who are only entitled to one waved line, the velvet stripe is to be worn below the gold braid on the sleeves of the coat.

Assistant Engineers, one waved stripe of purple velvet, quarter inch wide, round the sleeves of the coat, above the cuff, without any gold braid.

The buttons to be of the Royal Navy pattern, with the letters "R.N.R." in Old English characters surmounted by a crown.

Instead of the anchor on the epaulettes and shoulder straps respectively, there is to be a badge consisting

of a silver anchor in the centre, surrounded with the words "Royal Naval Reserve" embroidered in gold. Instead of the bullion loop on the cocked hats, the loops to be formed of two gold braids, twisted the same as for coat sleeves.

The badge for the caps to consist of a device similar to that on the epaulettes, embroidered on blue cloth and surmounted by a crown.

The plate for the sword-belt to be the same as for Officers of the Royal Navy, substituting the letters "R.N.R." for the anchor in the centre.

Drill.

Lieutenants and Sub-Lieutenants on the Active List of the Royal Naval Reserve will be required to undergo in each year a course of twenty-eight days' drill and gun. rery instruction on board one of the District Drill Ships, or if absent from England above a year, and unable to take their drill on board a Drill Ship they may perform it on board one of Her Majesty's ships abroad having a Gunnery Lieutenant.

But on a special report being made to the Lords Commissioners of the Admiralty by the Commanders of such Drill or Gunnery Ship in the United Kingdom, or by the Captain of such ship abroad, to the effect that a Lieu. tenant or Sub-Lieutenant of the Reserve is competent to instruct and drill men of the Reserve, then such Lieutenant or Sub-Lieutenant will be required to undergo seven days' test drill each year, and if such test drill is performed to the satisfaction of the officer superintending the drill, the further twenty-one days will be dispensed with; but if the seven days' test drill is not satisfactory, the further twenty-one days' drill must be performed.

Ofers of the Royal Naval Reserve will be called out for actual service by Royal Proclamation; and they will be liable to serve during the continuance of any national euergency, or until they may be regularly discharged by the direction of the Lords Commissioners of the Admiralty.

Pay and Allowances, and Pensions to Widows. Officers will, whilst called out or actual service, receive the pay of their corresponding ranks in the Royal Navy. Officers who may receive hurts or wounds whilst on **tive service in the Royal Navy, or whilst undergoing drill, will receive the same pensions and allowances to which Officers in the Navy would be entitled under similar circumstances.

Widows of Officers who, whilst on actual service, may be killed in action,or die from accident resulting from the performance of their duty, will receive the same prusions as the widows of Naval Officers of corresponding rank would be entitled to under similar circumstances."

Repeal.

All Rules, Orders, and Regulations made in pursuance of the Act twenty-four and twenty-five Victoria, chapter Ce hundred and twenty-nine, shall be repealed from the date when these Regulations come into operation; but Si repeal shall not affect the validity of anything ready done, or any right, title, obligation, or liability aiready accrued thereunder.

ORDER IN COUNCIL, No. 20.-N. MIDSHIPMEN-NAVAL RESERVE, AND BADGE OF THE R.N.R.

At the Court at Balmoral,

the 15th day of October 1872. Present:

The QUEEN'S Most Excellent Majesty in Council. Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commis. sioners of the Admiralty, dated the 7th of September 1872, in the words following, viz.:

"Whereas Your Majesty was graciously pleased by Your Order in Council of the 1st May 1861, to sanction the appointment of Officers, of various grades, to the Active List of the Royal Naval Reserve, viz.: "Lieutenants;

"Sub-Lieutenants; and "Engineers:

And whereas we are now of opinion that it would be advantageous to add to these grades by the appointment of Midshipmen, we humbly beg that Your Majesty will be graciously pleased by your Order in Council to authorise us to appoint Midshipmen to the Naval Reserve under the following Regulations:

"Appointment.

"Young gentlemen who have been educated in one of the Training Ships of the Mercantile Marine for two years to be eligible for appointment, provided they are not above 18 years of age.

"Number.

"To be limited to 200, making the total number of Officers allowed in the Naval Reserve 900 (instead of 700). "Pay.

"Subsistence money, while on drill, to be five shillings (58.) a day. "Rank. "Midshipmen to rank with, but after, Midshipmen of the Royal Navy. "Uniform.

"Coat-To be a double-breasted jacket of blue cloth, with the Royal Naval Reserve button on the breast and cuffs-each row of buttons to consist of nine placed in threes. Distinctive mark at each end of the collar to be a button-hole of blue twist with R.N.R. buttons. "Trowsers-To be of blue cloth.

"Waiscoat-To be of white or blue cloth, or kerseymere, single-breasted, with small R.N.R. buttons. "Cap-The ordinary uniform cap with the R.N.R badge.

"No belt to be worn, and no sword or dirk allowed. "In all other respects Midshipmen to be subject to the general rules laid down for the Officers of the Royal Naval Reserve.

"We also beg to recommend that Your Majesty will be pleased to sanction the following as the badge to be worn on the cap of the Officers of the Royal Naval Reserve, instead of that prescribed by Your Majesty's Order in Council of the 1st May 1864, above referred to, we having allowed such badge to be worn, provisionally, pending Your Majesty's pleasure.

"Badge.

"A silver anchor with the letters R.N.R. above it in gold, on a medallion of black velvet, encircled by an edging of gold lace, surrounded by a laurel wreath of gold embroidery, except at the top, where a crown, embroidered in gold and silver with a crimson velvet centre, is to be placed over the medallion."

Her Majesty having taken the said Memorial into consideration, was pleased, by and with the advice of Her Privy Council, to approve of what is therein proposed. And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.

EXTRACTS FROM THE REGULATIONS FOR THE “ROYAL

NAVAL ARTILLERY VOLUNTEERS" ISSUED IN 1873.

THE "Royal Naval Artillery Volunteers" are raised under the "Royal Naval Artillery Volunteer Act of 1873."

They are subject to the provisions of that Act, and to all regulations made with regard to them by the authority of the Admiralty.

By Royal Proclamation, the Royal Naval Artillery Volunteers may be assembled for actual service; and whenever so assembled, they will be liable to serve on board any of Her Majesty's ships or vessels employed in the defence of the coasts of the United Kingdom, or in any of the tenders or boats attached to such vessels.

They will also be liable to perform all the ordinary duties of the vessel in which they may be embarked in the same manner as those duties are performed by the regular crews of Her Majesty's ships, except those duties that can only be performed by practical seamen,

They will not be required to go aloft, or to attend the fires in the stoke-hole.

They will accommodate themselves to the berthing and messing arrangements usual for the Seamen of the Royal Navy.

A Corps is a body of persons who combine, under common rules, to form a part of the Naval Artillery Volunteer Force.

The members of a Corps are either enrolled or honorary.

Enrolled members are persons of every grade, whose names are duly entered for service in the muster-rolls of a Corps.

Honorary members are persons who contribute to the funds of a Corps, but are not enrolled for service.

The Naval Artillery Volunteer Force, for administrative purposes will be formed into Brigades, and each Brigade will consist of four or more Batteries of from 60 to 80 men.

Each Brigade will be designated by a local name, in addition to its number in the Force.

Each Battery will be designated by its number in the Brigade.

Every Corps will bear a local name only.

The following table contains the authorised establishment for Brigades and the Batteries composing them:

In offering the services of a new Corps for acceptance it should be stated:

(a) The place proposed for its head-quarters.

(b) The number of persons who are prepared to enrol themselves.

(c) The name and address of some person with whom communications on the subject may be made.

(d) The Brigade of which it will form a part.

(e) That a proper place will be secured for the safe custody of any Government arms and ammunition which may be issued.

The "Royal Naval Artillery Volunteer Force" takes precedence immediately after the "Royal Naval Volunteers," established by the Act of 1859.

Officers of the Royal Naval Artillery Volunteers rank with, but after, Officers of the Royal Navy and Royal Naval Reserve of their respective ranks.

All Officers of the Royal Navy Artillery Volunteers will be commissioned by the Admiralty.

The Commanding Officers of Brigades will recommend, for the consideration of the Admiralty, names of persons for the appointments and promotion of officers in their Brigades.

In order to enable the Admiralty to judge the qualif. cations of the persons recommended, the Commanding Officer will forward, with his recommendation, a statement giving the name, age, residence, place of education, and occupation or profession of the Candidate as well as a Medical Officer's Certificate, stating that the Candidate is in good health, and fit to perform the duties of an Officer.

If any person recommended for an appointment as an Officer holds a commission in the Royal Navy or other Force, the nature of such commission should be stated in the letter of recommendation.

Officers on Full Pay in the Navy or Army are not eligible for other than honorary commissions.

The appointment of an Honorary Commander to a Brigade is allowed, and such Honorary Lieutenants and Honorary Sub-Lieutenants as the Admiralty may think fit to sanction.

The appointments of an Honorary Chaplain and StaffSurgeon to a Brigade are allowed at the discretion of the Admiralty.

The appointments of all Honorary Officers will cease whenever the Force is called out for actual service. unless the Admiralty shall see fit to accept the services of any such Officers who may volunteer for sctive service.

Every Officer is required to possess a competent knOWledge of his duties, and to give a proper attendance at the drills of his Corps.

No person below the age of 17 is to be enrolled in the Corps without the special authority of the Admiralty. Boys of 14 years of age and upwards may be enrolled for the purpose of being trained as Buglers.

The course to be adopted as to the Discipline of the Volunteers will be found in Part III. of the Naval Artillery Volunteers Act.

- Officers and men of the Royal Naval Artillery Volunteers, when in uniform, are to pay the customary marks of respect to such Officers of the Navy, Army, and Auxiliary Forces as are entitled to be saluted by Officers and men of corresponding rank in their own Service.

When Royal Naval Artillery Volunteers are assembled with the Regular Forces of the Army in Camp or for Training, they will be under the "Naval Discipline Act, 1866," in the same manner as if they were on actual service, and will be placed under the immediate command of an Officer of Her Majesty's Navy.

Camp rules will apply in all respects to the Royal Naval Artillery Volunteers.

The Naval Volunteers must perform the Camp duties of fatigue, cooking, &c.

The drills of the Royal Naval Artillery Volunteers wi comprise the drills for Great Guns, Rifle, Pistol, ar-i Cutlass, as in the Royal Navy, and no deviation from those drills is to be permitted."

A Badge of Efficiency will be worn by men who were returned as "Efficient" in the last Annual Return of the Brigade.
