At this time we take up the budget request for the Social Security Administration for fiscal year 1989, and we have before the committee the Commissioner, Ms. Dorcas R. Hardy. It is a pleasure to have you back before the committee again. Before you give us your statement, tell us who you have with you at the table. Ms. HARDY. It is a pleasure for all of us to be here. To my right is Dennis Williams, Department of Health and Human Services; Norman Goldstein, Chief Financial Officer of Social Security; Mr. Dale W. Sopper, Acting Deputy Commissioner for Management; Herbert Doggette, Deputy Commissioner for Operations; Michael Carozza, Deputy Commissioner for Policy and External Affairs; Louis D. Enoff, Deputy Commissioner for Programs. SUMMARY OF REQUESTS Thank you, Mr. Chairman. It is a pleasure to be here with you today, and to present the fiscal year 1989 appropriation requests for the Social Security Administration. In brief, the 1989 appropriations request is comprised of $93,631,000 for Payments to Social Security Trust Funds, $878,581,000 for Special Benefits for Disabled Coal Miners, $12,473,953,000 for the Supplemental Security Income program and $3,775,661,000 for the Limitation on Administrative Expenses. As you are aware, the LAE or limitation on administrative expenses account funds most of the administrative expenses of the Social Security Administration, and it includes four principal cate (1) |
