He lost his father at a very early age, and was brought up by his mother, who with wonderful industry contrived to support her family on the profits of a china shop. He received a decent education at Montrose Grammer School, and among his schoolfellows was James Mill, afterwards the distinguished author of the "History of British India." The medical profession attracted his youthful ambition, and after an apprenticeship of seven year3 to a surgeon of his native town, and a brief course of study at Edinburgh University, he became in 1795 a member of the Edinburgh College of Surgeons. In 1797 he was admitted a member of the College of Surgeons in London, and was appointed Assistant Surgeon to the East India Company. His ready intelligence and unceasing industry speedily promoted his welfare, and in about twelve years he returned home with a handsome fortune. Between the years 1809 and 1814 he travelled through Spain, Portugal, Sicily, Egypt, Turkey, and Greece; but while he observed with close attention the institutions of other countries his mind was frequently occupied with the study of the British constitution and political history. He entered the House of Commons in 1812 as the representative of Weymouth, and it was he who, passing through the lobby, arrested the assassin Bellingham, who shot Mr. Percival, It would be impossible to recount here all the public labours which marked Joseph Hume's political career. He was a bold and earnest opponent of extravagance in national expenditure, and challenged the Government estimates with daring assiduity. When any piece of jobbery or nnnecessary profusion was mooted, "What will Joseph Hume say?" was a frequent exclamation....
