Section XII.

"And furthermore, of our ample and special conftitute grace, certain knowledge and mere motion, we ports, &c. do, for us, our heirs and fucceffors, grant unto the faid William Penn, his heirs and affigns, full and abfolute power and authority, to make, erect and conftitute, within the faid province, and the ifles and inlets aforefaid, fuch and fo many fea ports, harbours, creeks, havens, keys, and other places, for discharging and unlading of goods and merchandize, out of the fhips, boats, and other veffels, and landing them unto such, and so many places, and with fuch rights, jurifdictions, liberties and privileges, unto the faid ports belonging, as to him and them fhall feem most expedient; and that all, and fingular the fhips, boats and

other veffels, which fhall come for merchandize and trade, into the said province, or out of the fame, fhall be laden, or unladen, only at fuch ports, as fhall be created and constituted by the faid William Penn, his heirs, or affigns, (any use, custom or thing to the contrary notwithstanding.) "And we do further appoint and ordain, and by these prefents, for us, our heirs and fucceffors, affefs cufwe do grant unto the faid William Penn, his heirs and affigns, that he, the faid William Penn, his heirs and affigns, may, from time to time, for ever, have and enjoy the customs and fubfidies, in the ports, harbours and other creeks, and places aforefaid, within the province aforefaid, payable, or due for merchandize and wares there to be laded and unladed, the faid cuftoms and fubfidies to be reasonably affeffed, upon any occafion, by themselves and the people there, as aforefaid to be affembled, to whom we give power by these presents, for us, our heirs and fucceffors,. upon just cause, and due proportion, to affefs and impofe the fame; faving unto us, our heirs and fucceffors, fuch impofitions and cuftoms, as, by act of Parliament, are, and fhall be, appointed.
