O Since the budget was prepared the estimated number of ships has changed. The attached table which is available for handout reflects current projections. O Current DOD plans call for a multi-year program of about 30 ships to be maintained to meet a 5-10 day breakout period for supplementary sealift. O Navy will fund upgrading of ships. MarAd requests $141,000 in 1978 to initiate a multi-year program of the maintenance of these ships and their return to the reserve fleet. Please explain the increase for the Manpower Administration line item (MA-47). Increase of $1,295,000 and seven positions requested for expansion of firefighting training program for fighting fires on board ships. Program will be implemented through cooperation with State and local Jurisdictions for multi-use training sites. The Federal government will fund the maritime portions. Program includes 1 Program Manager and 2 instructors at each training site (Earle, New Jersey; Toledo, Ohio; in the State of Louisiana). As you know, I have been Director of ACDA for just about 6 weeks, and for much of that time I have been out of the country. Therefore, I have had somewhat limited opportunity to determine in detail my views on the needs of the agency for the year ahead. The budget that is now before you was prepared by my predecessor, Dr. Ikle, about 6 months ago. I have reviewed it with my staff and believe it to be a prudent budget that reflects the minimal needs of the agency in fiscal year 1978. The budget calls for a total appropriation of $13,255,000, an increase of $1,055,000 over fiscal year 1977. It provides for no additional personnel.
