Mr. RICHMOND then offered the following resolution: Resolved, That when the Convention adjourn to-day, it adjourn to meet at 12 o'clock M., on Tuesday the 9th of July, 1901, and that the members and employees receive no pay during said recess, which was rejected by the following vote-ayes, 38; noes, 43.

MONDAY, JULY 1, 1901.

The Convention assembled at 12 o'clock M.

On motion of Mr. DANIEL, leave of absence was granted Mr. GLASS for six days on account of sickness.

The following resolutions and ordinances were introduced and referred:

By Mr. POLLARD, No. 133, to amend section 18 of the Bill of Rights, by striking out the word "Christian," to the Committee on Preamble and Bill of Rights.

By Mr. WADDILL, No. 134, to encourage manufactories and other enterprises of public utility, to the Committee on Taxation and Finance.

By Mr. MUNDY, No. 135, requesting the superintendent of the penitentiary to furnish certain information, to the Committee on Public Institutions and Prisons.

Mr. WALTER presented a memorial of negro citizens of Orange county, in reference to the division of the school fund, referred to the Committee on Education and Public Instruction. On motion of Mr. BRAXTON the Convention adjourned.

Mr. O'FLAHERTY offered the following resolution and asked its immediate consideration, which was agreed to:

Resolved, That it is the sense of the Convention that the material interests of the State should be taken into consideration by the Convention, as far as practicable, and that everything should be done that is possible to encourage and foster the agricultural and manufacturing interests of the State; therefore, the President of the Convention be, and he is, hereby authorized to appoint a committee. of eleven members, one from each of the Congressional districts of the State and one from the minority party of the Convention, to be known as the Committee on Agricultural, Manufacturing and Industrial Interests and Immigration.

-and on his motion, the resolution was adopted by the following vote-ayes, 50; noes, 12.

The following resolutions and ordinances were introduced and referred:

By Mr. PEDIGO, No. 136, relating to suffrage, to the Committee on Elective Franchise.

By Mr. HOOKER, No. 137, to maintain and repair public roads by taxation, to the Committee on Taxation and Finance. By Mr. VINCENT, No. 138, relating to the granting of liquor licenses, to the Committee on Legislative Department.

By Mr. TURNBULL, No. 139, relating to suffrage, to the Committee on Elective Franchise.

By Mr. BRAXTON, No. 140, proposing a substitute for Article III of the present Constitution, to the Committee on Elective Franchise.

On motion of Mr. O'FLAHERTY, Mr. CHAPMAN was granted leave of absence for three days.

On motion of Mr. PARKS, Mr. ANDERSON, of Alleghany, was granted three days leave of absence.

Mr. HUBARD offered the following resolution and asked its immediate consideration, which was refused:

Resolved, That the Register of the Land Office, who is also custodian of the buildings and grounds, be, and is, hereby instructed to take up the old carpet in this hall, have the floor thoroughly cleaned, and lay a matting in place of the carpet thus removed.

The resolution was then referred to the Committee on Accounts and Expenditures.

On motion of Mr. GARNETT, the Convention adjourned.

the State at large, with pay from date of appointment, and on his motion the resolution was adopted.

By Mr. PORTLOCK, No. 142, relating to the court of appeals, to the Committee on Judiciary.

By Mr. PHILLIPS, No. 143, relating to the election of State officers by the direct vote of the people, to the Committee on Elective Franchise.

By Mr. PHILLIPS, No. 144, that all elections shall be strictly fair and non-partisan, to the Committee on Elective Franchise. By Mr. QUARLES, by request, No. 145, regulating the sale of liquors, to the Committee on Legislative Department.

Mr. BROOKE Offered the following resolution, and asked its immediate consideration, which was agreed to:

Resolved, That the Secretary of the Convention obtain from the clerks of the several hustings and corporation courts of the Commonwealth the following information relating to the business of said courts for the year 1900—viz:

Number of indictments returned for felony.

Number of felonies tried.

Number of prosecutions instituted for misdemeanors.

Number of trials of misdemeanors.

Number of civil suits (including suits in equity) instituted. Number of civil suits tried.

Number of days in session.

-and on his motion the resolution was adopted.

Mr. BLAIR offered the following resolution, and asked its immediate consideration, which was agreed to:

Resolved, That when the Convention adjourns to-day, it adjourn to meet on Tuesday next at the regular hour. -and on his motion the resolution was adopted.

On motion of Mr. TURNBULL the vote was recorded as follows:
