6. A letter to Dr Lobb, concerning his writings in phyfic. Is. Roberts.The opinion of Dr Lobb controverted by this writer is, that the quantity of animal fluids in an human body fould never be made less by evacuation, except when it is too great.Tho' this letter is written with great pert'nefs, and felf fufficiency, yet it is rather an apology for ignorance, than a leffon of inftruction. It is indeed true, that the author fpeaks with great contempt of authority, and when he is told that Boerhaave is against him, he answers, "What is that to "me? But it is alfo true, that admitting there may be methods of preventing the ill effects of a rarefaction of the blood, better than by taking fome of it away, he asks

What fhall thofe phyficians do who do not know thefe methods?" If it should -be answer'd, they must learn them, he may reply, that to ufe fuch methods as they know already is more easy and expeditious. He has however, advanced fome useful truths, and among others that He who is not con

tented with facts, without aiming to ae"count for the caufes of them, will be of"ten found to build caftles in the air." But even this truth he has practically contradicted; for in anfwer to the many cafes in which Dr Lobb has cured diforders, for which evacuations are generally prefcribed, without fuch evacuations, he asks "How

can fuch medicines in fo fmall quantities produce fuch effects?"-With fome other truths which this writer has both advanced and violated, we fhall at once give a fpecimen and character of his performance; changing only two words which are diftinguish'd by italics." Obfervations fhould be written "with modefty and civility. The defign of "the author fhould be to inftruct, and be "ufeful to others, not to extol himself. "There should be no appearance of vanity, "and love of praife, or of an intention to "depreciate other practitioners, in order to "fet forth our own fuperior fkill. This au

thor has been very culpable in this re"spect."

14. A fermon preach'd at Deale in Kent, before the mayor and corporation, Auguft g, 1752. upon a particular occafion. By Nicholas Carter, D. D. curate of the chapel there. 6d. Payne. This fermon was preach'd upon Dr Carter's having been presented in the Ecclefiaftical Court, for not reading the Athanafian Creed: In the preface the doctor after mentioning A Letter to the Mayor and Corporation of Deal, (See p. 370.) “declares "that he knows not the author, nor had "the leaft intimation of it till he faw it ad"vertised."-It also appears by a poftfcript to the preface, that the doctor perfectly acquits the corporation, whom if he before fufpected, he never accufed; and from fome letters written by Dr Carter to Mr Randolph, rector of the church at Deale, it ap pears to whom his fufpicions are transferred. In thefe letters the doctor requests Mr Randolph either to deny, or to own his having advised or encouraged the prefentment, and Randolph at laft, fent a billet to the doctor, containing thefe words. "Many rea"fons unneceffary to be named, oblige me "not to answer you. One of these reasons "is that whatever I write to you may pof

fibly appear in print." But it is evident, that if he could with fafety have denied what is likely to forfeit the esteem of every wife and good man, the reafon which he has given for declining an answer, would have been the ftrongest motive to give it.-The fermon is a plain defence of the fixth article of the church of England, in which the fcriptures are faid to contain all things neceffary to falvation, and a folemn appeal to the people by the preacher, as witnefics of his integrity, who having at his ordination folemnly promifed, by God's grace, to teach nothing out of the fcriptures, but that which be fhould be perfuaded, might be proved by them, could not read a form of words which in his opinion contain'd propofitions that in fcripture were contradicted. After having reminded them of his affiduous application to preach the gospel among them for many years; his aborrence of perfecution for confcience fake, his repeated exhortation to read and confider the word of God, and to efchew evil and do good; he expreffes his aftonishment that a contrivance fhould be fecretly carried on to ruin him, for not reading the Athanafian Creed, and breaks out into this exclamation. Hear O beaven, and give ear 0 earth! An incident, which probably produced the remarkable effect upon the audience, which is hinted in the preface.

SIR,

They foon perceived that the declene fion of our own militia, was not theffect of any error in the general ftruc ture of our old laws, upon which it Α was founded; but of particular claufes which were fo loofely and innaccurately expreffed, as that the law might be neglected or violated with impunity. To thefe laws therefore they have adhered as a general plan; and B the rather becaufe new projects, however fpecious in theory, are frequently found to be very difficult in practice. And, indeed, to introduce new conftituent parts into an old fyftem of government, frequently weakens the whole. The materials are fuch as never hold firmly together, the breach that was made to admit the new ftructure is always vifible, and the fabrick lofes not only its uniformity but its ftrength.

T is with great pleafure that I rife up to congratulate my friends and countrymen, upon the apparent probability of fuccefs in the attempt for making the militia more ufeful. The zeal of the houfe, which appeared in an unanimous order to prepare and bring in a bill for this purpose, has encouraged the moft fanguine hopes that it will not be regarded merely as a fubject of difpute but be confidered with a ferious and difpaffionate attention; and that after it fhall have received every improvement which may be expected from D the united efforts of judgment, expe rience, and integrity, in this affembly, it will pafs into a law. And in this hope I am not alone, for I have with pleasure heard it urged by many gentlemen who afforded me their E kind affiftance in the beginning, as a motive to my affiduity and perfeve

By thefe confiderations the gentle. men were deterred from the experiment, and judged it beft; Stare fuper vias antiquas, and nothing more feems to require alteration in the old laws than the claufes which rendered them ineffectual, and the method of defraying the expence which must neceffarily attend the militia's being drawn out. Nor has any thing been added except fome regulations for the meeting and of the lieutenants, and their deputies; the exercising the men on holidays; and the establishing a few honourary rewards. Thefe regulations have been found of great advantage to the Saifs, and it is hoped will render our militia fuperior Gto theirs. Such is the structure of the bill, and if it should pafs into a law

The gentlemen who have by your orders prepared the bill, which is now delivered in at your table, confi- F dered their fubject with the most mature deliberation; and compared every plan for a militia, which was fuggefted by their own minds, with all that they could procure from the writings of others, and from the practice of antient and modern nations.
