This book is an attempt to furnish within the covers of a single volume a brief, but comprehensive, survey of the nature and history of the idea of liberty, together with an account of the ideas opposed to liberty.

It is intended as a guide and as a source of basic materials for commanders, information officers, and other personnel concerned with the internal information programs of the Armed Forces.

The material included herein provides philosophical and historical background required for an adequate understanding of man's struggle to be and remain free, and of the powerful forces of communism that seek to destroy freedom. This book also attempts to answer some of the questions that arise in discussion groups of military personnel on how to safeguard liberty under democratic and representative government, and on the suppression of liberty under Communist

regimes. The text emphasizes practice as well as theory.

Part I (Liberty Versus Oppression) discusses the nature and history of liberty in contrast to oppression under communism. Inasmuch as ideas need to be implemented in order to become effective, this survey includes a brief account of democratic and representative government which safeguards liberty, and of the Communist regimes which intentionally suppress the freedom of the individual.

Part II (Readings on Liberty and Communism) is a collection of short readings illustrating the ideas and practice, included under the topics: (1) Social Order, (2) Citizenship, (3) Education, (4) Religion, (5) Economic Order, and (6) Law and Order. The readings include quotations from historical documents, the writings of political philosophers and statesmen, and the accounts of scholars and observers.
