The House referred the Senate joint resolutions to the Committee on Privileges and Elections.

A communication from the Senate by their clerk was read as follows:

In Senate, December 3, 1891.

The Senate have passed a bill giving the consent of the State to the acquisition by the government of the United States of so much land as may be necessary for a public building in the city of Staunton, No. 9.

And have agreed to Senate joint resolution requesting the Secretary of the Commonwealth to furnish Codes, &c.

In which bill and joint resolution they request the concurrence of the House af Delegates.

No. 9, Senate bill, was read twice, and on motion of Mr. KOINER, was placed on the calendar.

Senate joint resolution as follows was agreed to:

Resolved (the House of Delegates concurring), That the Secretary of the Commonwealth be and and he is hereby requested to furnish each member of the General Assembly with a copy of the Code of Virginia of 1887, together with a copy of the Acts of the Assembly, session of 1889-'90, for their use during the present

session.

The clerk of the House of Delegates has appointed the following:

Assistant clerk, T. H. Bigger, of Richmond city.

Enrolling clerk, H. Tate Evans, of Richmond city.

Clerks of committees: William H. Mann, of Petersburg; A. A. Christian, of Pulaski; J. N. Brenaman, of Shenandoah; John T. Loving, of Amherst; R. D. Thurman, of Bedford; James Macdougall, of Richmond city.

The SPEAKER has appointed the following pages: James W. Ratcliffe, Willie C. Tyler, Claiborne G. Chiles, Julian Ashby, Floyd Gregory, Herbert Curtis, Lynn Sheppard.

L. B. Gibbons has been appointed janitor of the House.

On motion of Mr. STRATTON, the use of the Hall was granted to the Virginia Historical Society for Monday and Tuesday evenings, December 21st and 22d.

Mr. RYAN offered the following concurrent resolution:

Resolved (the Senate concurring), That the General Assembly shall proceed to-day at 1 o'clock P. M. to the election of Auditor of Public Accounts, Second Auditor, Secretary of the Commonwealth, Treasurer, Superintendent of Public Printing and Railroad Commissioner, and to the election of county judges for Accomac, Albemarle, Amelia, Amherst, Appomattox, and Augusta.

Which was agreed to.

Ordered, That Mr. RYAN carry the resolution to the Senate and request their concurrence.

Mr. HUDGIN offered the following concurrent resolution:

Resolved (the Senate concurring), That in the execution of the joint order for the election of State officers, nominations shall be made for the whole number in the order in which they appear in the resolution or resolutions providing for their election, and then each house shall be notified of said nominations, when the roll shall be called for the election of one of the officers in the order named in the joint resolution or resolutions providing for their election; and when the roll shall have been called for the whole number, the presiding officer of each house shall appoint a committee of two, which, together, shall constitute a joint committee to count the joint vote in each call, and report the results to their respective houses.

Which was agreed to.

Ordered, That Mr. HUDGIN carry the resolution to the Senate and request their concurrence.

Mr. WRIGHT offered the following concurrent resolution :

Resolved (the Senate concurring), That in the execution of the joint orders for the election of county judges, nominations shall be made for six judges in the order in which they may appear in the joint resolutions providing for their election, when each house shall be notified of said nominations. When the roll shall

be called in each house for the election of the six judges as aforesaid, the presiding officer of each house shall appoint a committee of two, which, together, shall constitute a joint committee to count the joint vote in each of the six cases, and this order shall continue until all the judges provided for in the joint resolution shall be elected, and report the results to their respective houses.

Ordered, That Mr. WRIGHT carry the resolution to the Senate and request their concurrence.

A message was received from the Senate by Mr. HURT, who informed the House that the Senate had agreed to the resolutions of the House in regard to the manner of nominating and electing certain State officers and county judges, and had agreed to the resolution of the House fixing this day at 1 o'clock P. M. for the election of certain State officers and county judges, with an amendment as follows:

Caroline, Charlotte, Dinwiddie, Essex, Fauquier, Floyd, Grayson, Halifax, Hanover, Henrico, Isle of Wight, King George and Staf ford, King and Queen, Loudoun, Mecklenberg, Middlesex and Mathews, Northampton, Pittsylvania, Prince Edward, Prince George and Surry, Princess Anne, Prince William, Rockbridge, Rockingham, Shenandoah and Wise.

In which they respectfully request the concurrence of the House.

The amendment of the Senate was agreed to.

Ordered, That Mr. LETCHER inform the Senate that the House had agreed to the amendment.

On motions severally made, the following House bills were placed on the calendar. The bills were read a first time:

By Mr. LETCHER: No. 1, House bill to empower the board of supervisors of Rockbridge county to make a loan, and to issue bonds therefor, for the purpose of erecting a new court-house and clerk's office for said county, if approved by the majority of the voters voting at an election authorized to be held in said county.

By Mr. THOMAS of Roanoke: No. 2, House bill to give the consent of the Commonwealth to the purchase or acquisition of real estate by the United States government in the city of Roanoke for a site for a public building for the accommodation of the United States court-rooms, post-office, and other offices.

Leave of absence was granted Messrs. JAMES of Goochland, one day; A. O. Sullivan, door-keeper, two days; WRAY, PULLEY, and MICHAUX, three days each, and an indefinite leave for R. M. BURTON.

By Mr. JACKSON of Richmond city: Resolved, That so much of the Governor's message as relates to notaries public be referred to the Committee for Courts of Justice, and that they be requested to inquire into the expediency of reporting a bill to amend section

923 of the Code of 1887, restricting the making of notaries in each city or county to one for each five hundred of its inhabitants.

That they be requested, also, to inquire into the expediency of reporting a bill making it a penal offence for any notary public to perform any of the acts pertaining to his office before he has qualified as notary according to law, or who has acted as notary after his term of office has expired.

Also, That they be requested to report a bill requiring the Secretary of the Commonwealth, when a commission for a notary is ordered by the Governor, to send the same to the judge of the county or city for which the notary public has been appointed, to be delivered by him to the notary public after he has given bond and taken the oath of office and qualified accordingly; and the clerk be required to report the fact at once to the Secretary of the Commonwealth, and the Secretary of the Commonwealth be required to keep a book stating the names and number of notaries public, when appointed, and names and number of notaries public when qualified. Referred to the Committee for Courts of Justice. By Mr. BENDHEIM: A bill to relieve the German Banking Company of Alexandria from taxes on shares for year 1876 to and including 1883. Referred to the Committee on Finance.

By Mr. CAMPBELL: A bill to refund money improperly paid into the treasury. Referred to the Committee on Finance.

By Mr. STRATTON: Resolved that the Committee on Public Property inquire into the expediency of substituting gas for electricity in lighting the capitol building. Referred to the Committee on Public Property.

By Mr. PILCHER: A bill to amend the ninth section of an act entitled an act to amend and re-enact an act to amend the charter of the town of Warrenton, passed April 9, 1852, approved January 17, 1871. Referred to the Committee on Counties, Cities and Towns.

The morning hour having expired-No. 9, Senate bill entitled an act giving the consent of this State to the acquisition by the Government of the United States of so much land as may be necessary for a public building in the city of Staunton, was read a third time and passed-yeas, 84.
