eral or special election hereafter to be holden in the State, until he or she shall have registered as a voter according to law, unless the failure to register is caused by sickness or absence, for which provision shall be made by law. The Legislature of the State shall enact such laws as will carry into effect the provisions of this section, which enactment shall be subject to amendment, but shall never be repealed; but this section shall not apply to the first election held under this Constitution. 13. VI.

The Legislature shall pass laws to secure the purity of elections, and guard against abuses of the elective franchise.

Election to be by Ballot.

ELECTION TO BE BY BALLOT.

I Sec. 5. All elections by the citizens, except for such town 2 officers as may by law be directed to be otherwise chosen, shall 3 be by ballot, or by such other method as may be prescribed 4 by law, provided that secrecy in voting be preserved.

All elections by the people shall be by ballot. Every ballot shall be numbered in the order in which it shall be received, and the number recorded by the election officers on the list of voters opposite the name of the elector who presents the ballot. The election officers shall be sworn or affirmed not to disclose how any elector shall have voted, unless required to do so as witnesses in a judicial proceeding, or a proceeding to contest an election. 11. III.

If the officers of any election shall unlawfully refuse or fail to receive, count or return the vote or ballot of any qualified elector, such vote or ballot shall nevertheless be counted upon the trial of any contest arising out of said election.

All elections shall be by ballot; and every (the word "white" expunged) male citizens of the United States, of the age of twenty-one years, or upwards, who has been a resident of the State for one year, and of the legislative district of Baltimore City, or of the county, in which he may offer to vote, for six months next preceding the election, shall be entitled to vote, in the ward or election district, in which he resides, at all elections hereafter to be held in this State; and in case any county or city shall be so divided as to form portions of different electoral districts, for the election of Representatives in Congress, Senators, Delegates or other officers, then, to entitle a person to vote for such officer, he must have been a resident of that part of the county or city which shall form a part of the

electoral district, in which he offers to vote, for six months next preceding the election; but a person, who shall have acquired a residence in such county or city, entitling him to vote at any such election, shall be entitled to vote in the election district from which he removed, until he shall have acquired a residence In the part of the county or city to which he has removed. 47. III.

The General Assembly shall make provisions for all cases of contested elections of any of the officers, not herein provided for.

11. IV.

MICHIGAN.

In all elections, by either house, or in joint convention, the votes shall be given viva voce. All votes on nominations to the Senate shall be taken by yeas and nays, and published with the Journal of its proceedings.
