"4thly. Because the prefent Measure is fubverfive of "the Principles on which the Sinking Funds and War "Taxes have been fucceffively eftablished and aug"mented; Principles invariably adhered to under every "Change of Men or Measures during the laft Three"and-twenty Years, and now first abandoned.

5thly. Because the Syftem, of which this Measure
"is, we fear, the Commencement, will rapidly abforb
"all the extraordinary Refources provided by the Wif
"dom of Parliament to meet the Exigencies of the War,
" and will within a very few Years plunge this Country
"into financial Difficulties, fuch as have never yet been
apprehended, even by thofe who have thought moft
"unfavourably of the Refources of the Country.
"6thly. Because, we confider this Bill not only as
a moft improvident and injurious financial Measure,
"but alfo as founded on political Views peculiarly in-
